Dear Mr. O'Reilly:

On August 13, 1982 Florida Power & Light provided a final response to the violation, " Inadequate In-Place Storage of Electrical Penetrations".

Per telecon with your Mr. T. Conlon and Mr. M. Hunt on August 23, 1982, Florida Power & Light is providing a supplemental response to Example "A" of the above violation.

Permanent covers are provided for each electrical penetration. They are installed after all construction, testing and cleaning activities asso-ciated with the penetrations have been completed. Site Quality Control will perform inspections as provided in Section 6,1.8, currently being incor-porated into SQP-13, " Installation of Electrical and Mechanical Penetrations".

During construction, and to comply with SQP 13, 6.1.2, the electrical pene-trations are provided with temporary covers where protection is required i

from surrounding construction activities or conditions. The penetrations in the RAB side are in a separate room and not subject to hazard from other construction activities.

In addition to the above, all supervisors and craftsmen involved with pene-trations are instructed to replace the temporary cover as soon as the work fcr which they had been uncovered is complete. The supervisor visually l

checks to see that the covers are installed at the end of each work day.

Also, they are routinely cleaned on a bi-weekly basis. This is consistent with general industry construction practice.
