TMI L'essons Learned*'n April 7, 1980 letter from Mr. A. Schwencer forwarded the NRC Staff's evaluation of the actions we have taken to satisfy the TMI Lessons Learned Category "A" items.

The fourth paragraph of section

2. 1.4 (Containment Isolation) states that "those penetrations with normally closed manual isolation valves will be locked closed and."administratively controlled such that at any time they are open during plant operation, a dedicated person will be assigned to close it immediately in the event of an emergency or when the operation is complete."

We would like to clarify our compliance with the intent of this position by advising you that we have revised Emergency Operating Procedure 20,000

( Immediate Actions and Diagnostics) to require that the Nuclear Control Center Operator close the appropr.iate valves under specified accident conditions.
