JPO 50-33ulletin 80-15 Florida Power 8 Light has reviewed the subject Bulletin and our response is attached.

Fourteen man-hours were expended in preparing this report.

Approximately 434 man-hours were expended on corrective action.

RII:JPO 50-335 IE Bulletin 80-15 POSSIBLE LOSS OF EMERGENCY NOTIFICATION SYSTEM (ENS)

WITH LOSS OF OFFSITE POWER In response to the respective action items in IE Bulletin 80-15, the following information is submitted.

1.

The Plant Staff and a telephone company representative have verified that the ENS is powered by an on-site power supply.

2.

The St. Lucie Plant ENS is currently not powered by a bus which has a back up on-site emergency power supply.

A Plant Change/Modification is currently in progress to power all ENS extensions from a power panel fed from the emergency power systems on loss of off-site power.

The design for this modification is complete and the installation is in progress with completion scheduled for September 17, 1980.

3.

The telephone company package for ENS is powered from a single source.

When the source is de-energized, all ENS extensions are known to be disabled.

When the source is energized all ENS extensions are known to be operable.

This power source is being changed as mentioned above to be powered directly from the on-site emergency power system in the event of a loss of off-site power.

This new source already powers certain security systems and is given periodic testing.

Because it has been verified that the power panel will be powered from the emergency power system no further testing is felt necessary.

4.

The required notification was made on June 24, 1980.

5.

The appropriate procedure has been revised to include requi rements for notification of the NRC Operations Center if one or more ENS extensions are lost.
