RII:JPO 50-335 NRC BULLETIN 80-11 MASONRY WALL DESIGN Florida Power and Light Company has instituted a field inspection program and design re-evaluation program to confirm the adequacy of the existing masonry wall design at the St. Lucie Unit Pl as requested by NRC Bulletin 80-11, Hay 8, 1980, Masonry Wall Design".
The following initial response addresses items 1, 2a and 3 respectively as requested by the subject bul-letin.
Implementation of the subject inspection and re-evaluation program will follow the milestone dates as established on the attached schedule of

Review of the St. Lucie Unit 81 Nuclear Power plant documents indicate that there are a total of 192 masonry walls of which 96 are seismically designed and 96 are non-seismically designed.
It is anticipated that identifica-tion of safety-related and non-safety-related components attached to or in the proximity of masonry walls will be completed by October 1, 1980.
Res onse 2A A prioritized program of field inspections and re-evaluation of design ade-quacy has been established and is bei ngimplemented as follows:
(1)
Perform field surveys oi'll masonry walls as identified in item 1 above, listing all systems and equipment, both safety-related and non-safety-related, associated with these masonry walls.
First priority will be given to those masonry walls which have been indicated as being non-seismically designed And are lo-cated in areas near, or have attachments from, safety related com'-
ponents.
(2}
Second priority will be given to those seismically designed walls in high radiation or other limited access areas.
(3)
Third priority will be given to those seismically designed walls in accessible areas.
(4)
Fourth priority will be given to those non-seismically designed walls remaining to be inspected.
The program of masonry wall re-evaluations will be performed concurrent with the field inspection program as field inspection data become available.
priority within each of the four groups will be placed on safety-related piping 2-> inches or greater in diameter, piping with support loads due to thermal expansion greater than 100 pounds, safety related equipment weighing 100 pounds or greater and the safety significance of the potentially affected system.
Res onse Item 3 Justification for the re-evaluation criteria will be submitted with the re-evaluation report within 180 days of the date of the Bulletin received.
Justifications will be based on 'reference to effective codes and established standards of practive related to concrete and masonry design typically used throughout the industry.
It is anticipated that such justification will be considered appropriate and a test program will not be necessary.
