Reference:

USNRC letter dated September 21, 1979 The events described in the reference letter have been reviewed, and no cases of events of a similar nature have occurred to date at St. Lucie Unit 1.

The review consisted of discussion among plant supervisors and a survey of past Licensee Event Reports and reactor plant trip documentation.

Plant operating procedures which address surveillance testing of the engineered safety system were assessed and it was concluded that events similar to those described in the NRC letter cannot occur provided that the surveillance test is conducted in compliance with the exist'ing plant procedure.

Hhile conducting testing, administrative controls assure that only approved, controlled copies of the procedure are used, and changes, if necessary, are made in conformance with applicable. Technical Specification requirements.

At the present time, events of the nature described in the reference letter receive an informal review by the Operations, Maintenance and/or Technical Departments at the plant site.

Appropriate corrective action is taken based

'upon the recommendations of these groups.

A program is currently being developed to assure that such events are more formally pursued and analyzed in the future.

A review of engineered safety system, surveillance procedures has been conducted by the plant staff.

It has been concluded that appropriate
