50-250 and 50-251 Steam Generator Ins ection On March 6, 1979 and May 18, 1979 Florida Power 5 Light Company submitted the results of the most recent steam generator inspections for Turkey Point Units 3 and 4 respectively.
As indicated in these submittals, steam generator tube plugging was performed using previously acceptable methodologies so as to allow at least 10 effective months of operation.
Your 1'etters of 'March 30, 1979 and June 15, 1979 in response to our letters of March 6 and May 18, allowed 6 ef-fective months of operation, and stated that you preferred not to make a
judgment concerning 10 effective months of operation.
Florida Power 8I Light Company requests an amendment to Operating Licenses EP R-31 and P R-41 to allow 10 effective months of operation prior to perform-ing another steam generator inspection.
(Turkey Point Unit 3 is scheduled to shutdown November 15, 1979 for a refueling outage at which time the steam generator inspection will'e performed.)
The continued excell'ent operating experience of Turkey Point Units 3 and 4 without detectable steam generator tube leaks, and our submittals of March 30, 1979, and June 15, 1979 provide adequate justification for this request.
Further.,
the license conditions (El, E2, and E3 for PR 31 and l2, D3 and D4 for tP R 41) for steam generator operations provide adequate assurance of continued protection of the health and safety of the.public.
Considerations of man-rem exposure incurred during an outage, additional cost to our customers for the fuel used to generate replacement power during, the
- outage, and the increased use of foreign oil to generate the replacement power make i.t imperative to reduce the frequency of steam generator inspec-tions to the minimum required to maintain adequate assurance of public health and safety.
It is our position that the requested 10 month operating period provides a proper balance of all these considerations and should therefore be granted.
The Turkey Point Plant Nuclear Safety Committee and the Florida Power 5 Light Company Nuclear Review Board have reviewed this request and have concluded that it does not involve an unreviewed safety question.

1979 for Turkey Point 'Unit 4.

Class III amendment pursuant to 10CFR 170.
