Certain sections of the Turkey Point Plant Units 3 and 4

Technical Specifications are being interpreted differently by the various personnel involved with implementing the technical specifications.

This letter documents the in-terpretation which the NRC Staff has given to these sections to avoid ambiguity or violations at a later date.

Section 6.5.1.6:

"The Plant Nuclear Safety Committee shall be responsible for:...

Review of the Plant Security Plan and implementing procedures and submitting recommended changes to the Chairman of the Company Nuclear Review Board."

The Turkey Point Security Plan indicates the responsibility for updating the plan, lies with the Vice President of Power Resources.

Therefore, Subsection 6.5.1.6.h is interpreted to read, "Review of the Plant Security Plan and implementing procedures and shall submit recommended changes to the Vice President of Power Resources for approval, and the Chairman of the Company Nuclear Review Board for information."

Section 6.5.1.6:

"The Plant Nuclear Safety Committee shall be responsible for:... "i.

Review of the Emergency Plan and implementing procedures and submitting recommended changes to the Chairman of the Company Nuclear Review Board."

The Turkey Point Emergency Plan indicates that the responsibility for updating the Emergency Plan and implementing procedures, lies with the Vice President of Power Resources.

Therefore, Subsection 6.5.1.6.i is 58'ELPING BUILD FLORIDA
