Florida Power & Light Company (FPL) hereby submits the Low Pressure Rotor Inspection Report conducted during the St. Lucie Nuclear Plant Unit 2 refueling outage SL2-28. The submission fulfills a commitment in Reference 1 for licensees applying Siemens Westinghouse Power Corporation (SWPC) Technical Report CT-27332 in a license amendment request to inform the NRC of the turbine disk inspection results at the end of 100,000 hours0 days <br />0 hours <br />0 weeks <br />0 months <br /> of operation. In Reference 2, FPL applied SWPC Technical Report CT-27332 in its application for the St. Lucie Unit 2 Extended Power Uprate. to this letter provides St. Lucie Unit 2, LPA and LPB Disk Inspection Report. contains information that Siemens Energy, Inc. (SEI) considers to be proprietary in nature. Attachment 2 contains an application for withholding the proprietary information from public disclosure and is supported by an affidavit signed by SEI, the owner of the information. The affidavit sets forth the basis on which the Nuclear Regulatory Commission ("Commission") may withhold the information and addresses with specificity the consideration list in paragraph (b)(4) of Section 2.390 of the Commission's regulations. Accordingly, FPL requests that the information proprietary to SEI be withheld from public disclosure in accordance with 10 CFR 2.390 of the Commission's regulations. Correspondence with respect to the proprietary aspects of the item above or the supporting affidavit should be addressed to Gianluigi Di Giovanni, Senior Vice President Gas Services Business Area, Siemens Energy, Inc. Attachment 3 provides a non-proprietary (redacted) version of the Information provided in Attachment 1.

- 1. My name is Gianluigi Di Giovanni. I am SVP Gas Services Business Area of Siemens Energy, Inc. (SEI), and as such I am authorized to execute this Affidavit.
- 2. I am familiar with the criteria applied by SEI to determine whether certain SEI technical information is proprietary and/or confidential. I am familiar with the policies established by SEI to ensure the proper application of the criteria.

I am familiar with the attached LPA and LPB Disk Inspection report written by SEI for Florida Power & Light Company's (FPL) St. Lucie Unit Number 2 steam turbine located in Stuart, Florida for service event, August 22, 2024 to September 14, 2024 (the "Report").
- 4. The Report contains information of a proprietary nature and is of the type customarily held in confidence by SEI and not made available to the public.
- 5. The Report is being made available to the U.S. Nuclear Regulatory Commission in confidence with the request that proprietary information contained in the Report be withheld from public disclosure.

In making this request for withholding proprietary information for which it is the owner, SEI relies upon the exemption from disclosure set forth in the Freedom of Information Act ("FOIA), 5 USC § 552(b)(4) and NRC regulations 10 CFR Part 9.17(a)(4), 2.390(a)(4), and 2.390(b}{1) for "trade secrets and commercial or financial information obtained from a person and privileged or confidential" (Exemption 4).
- 7. The criteria applied by SEI to determine whether information in the Report should be classified as proprietary and/or confidential is as follows:
a) The Report describes proprietary services for Non-Destructive Examination including proprietary technologies, tooling, and inspection techniques and processes (collectively "Proprietary Information").
b) The Proprietary Information is considered a trade secret of SEI and is held in confidence by SEI.
c) The Proprietary Information is of a type customarily held in confidence by SEI.
d) The Proprietary Information is only known to certain individuals within SEI and only to a limited number of non-competitor third parties on a need-to-know basis that have an obligation to protect the confidentiality of the Proprietary Information under one or more employment agreements, nondisclosure agreements or other contracts.
e) The Proprietary Information is not known to be available in public sources.

The research, engineering, and analytical costs by SE! to develop the Proprietary Information comprised a substantial investment of time and money by SE!.

- 1. Summary 1.1. Scope Summary Siemens Energy Non Destructive Examination (NOE) group was dispatched to Florida Power & Light, ST Lucie Unit 2 to conduct a rotor out Ultrasonic Test (UT) examination of the Low Pressure (LP) A and B (LPA and LPB);
a turbine rotor shrunk-on discs and keyways. The following report describes the components inspected, the NOE methods and procedures used, and the results. UT examination of shrunk-on disc: Procedure PA-1.0145 Revision 1, mechanized UT of shrunk-on disc. The complete disc to shaft shrink-fit area was examined along with the keyways using a combination of pulse echo and pitch catch techniques.

Report No.: ON/T24004C41 Page: 1 of 3 Instruction Procedure On September 11, 2024, an ultrasonic inspection of the shrunk-on disks was completed on the LPA turbine rotor for Florida Power & Light at St. Lucie Nuclear Generating Station on Unit 2.
The disks were inspected by mechanized UT inspection according to specification PA-1.0145_1ndex 1.
In general, the sensitivity in all test areas was better than Inspection Results There were no reportable indications detected in the hub bore and keyways.

Using 30 CAD software the UT parameters were calculated for each disk. The coverage of the hub bore is controlled by ray tracing system.

These zones were inspected step by step using Figure 2: Inspection techniques

While turning the rotor with a constant speed of about 0.5 rpm the probes were coupled to the disk surface b a la er of demineralized water. The 0°-position of the UT probe corresponds to the stamped identification number of the rotor serial number.
With this each indication and therefore each reflector can be identified to a definite axial and circumferencial position at the shrink-fit area.
