The purpose of this letter is to inform the NRC of the status of an obligation in License Condition 3.C for St.

Lucie Unit 2 from Reference 1 and to provide notification of the plant's readiness for the License Renewal Implementation Phase 2 Inspection.

Reference 1 contains the following obligation in the first paragraph of License Condition 3.C for St. Lucie Unit 2 as stated below:

"Updated Final Safety Analysis Report FPL's Updated Final Safety Analysis Report supplement submitted pursuant to 10 CFR 54.21(d), as revised on March 28, 2003, describes certain future activities to be completed before the period of extended operation. FPL shall complete these activities no later than April 6, 2023, and shall notify the NRC in writing when implementation of these activities is complete and can be verified by NRC inspection.

The Updated Final Safety Analysis Report supplement as revised on March 28, 2003, described above, shall be included in the next scheduled update to the Updated Final Safety Analysis Report required by 10 CFR 50.71 (e)(4), following issuance of tlus renewed license. Until that update is complete, FPL may make changes to the programs described in such supplement witl1out prior Commission approval, provided tl1at FPL evaluates each such change pursuant to the criteria set forth in 10 CFR 50.59 and othetwise complies with tl1e reqtlirements in tl1at section."

L-2017-115 10 CFR 54 Page 2 of 2 Reference 2, Attachment 3, Appendix A2 contains the St. Lucie Unit 2 UFSAR Supplement to the License Renewal Application required by 10 CFR 54.21(d) discussed in License Condition 3.C above. Appendix A2 contains (New) UFSAR Chapter 18 Aging Management Programs and Time-Limited Aging Analyses Activities, which includes the future activities to be completed no later than April 6, 2023. This new Chapter 18 was initially incorporated into the UFSAR via the update submittal made in Reference 3. The described activities in the current revision of St. Lucie Unit 2 UFSAR Chapter 18 have been completed, with the exception of the inspection of Reactor Vessel Internals (RVI), which in accordance with commitment item 4, in Table 2 of Appendix D of Reference 4, will be performed during the PEO. Reference 5 discussed and reaffirmed FPLs adoption of MRP-227-A which requires the implementation of periodic RVI inspections for both St. Lucie Unit 1 and 2, and supersedes the prior commitment for a one-time inspection.

As also discussed in Reference 5, the first inspection of St. Lucie Unit 2 RVI is currently scheduled from within three years after PEO.
