Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 Wastewater Permit Number FLOOO 1562 Approval for One Time Use of Polyacrylic Acid - Notification By letter L-2013- 040 dated January 28, 2013, Florida Power & Light Co. (FPL) notified the NRC of a request for approval of a one time use of Polyacrylic Acid (PAA) dispersant in the Turkey Point Unit 4 secondary system. The request for use and discharge of PAA was submitted as a Maintenance Activity to the Wastewater Permit Number FL0001562.
On January 31, 2013, the Florida Department of Environmental Protection issued approval of the one time use of PAA dispersant to flush the Turkey Point Unit 4 secondary cooling system. In accordance with Section 3.2.2 of the Turkey Point Units 3 and 4 Environmental Protection Plan (Appendix B of Facility Operating Licenses DPR-31 and DPR-41), enclosed is a copy of the approval.

Florida Power & Light Company Turkey Point Plant NPDES Permit No. FLOOO 1562 One time use of GE Optisperse PWR 6600 Thank you for the information that you provided in your request received on January 29, 2013, regarding the one time use of GE Optisperse PWR 6600, a polyacrylic acid (PAA) dispersant, to flush the Turkey Point Unit 4 secondary cooling water system. The Department has reviewed the information and understands that Florida Power & Light Company (FPL) will be adding a maximum of 20 gallons of GE Optisperse PWR 6600 resulting in a discharge concentration no greater than 0.4 ppb.
On this basis, the Department concurs that the proposed activity can be considered "construction, replacement, or repair of components of an industrial site or plant," pursuant to Rule 62-620.200(26)(b), Florida Administrative Code.
Moreover, flushing of the secondary-side cooling water systems in this manner generally conforms to preventive maintenance BMPs required by permit under the NPDES program. Therefore, the project, as described herein, does not require a permit revision. It should be noted, however, that multiple flushes a year using this product would require an application from FPL to revise the above referenced NDPES permit.
FPL shall keep a record of the quantity of GE Optisperse PWR 6600purchased and ultimately used for this activity along with appropriate flow data (and time of usage) so that dosage and discharge concentrations can be calculated and provided upon request to the Department.
