In Reference 2, FPL concluded that it is acceptable to extend completion of the corrective actions required by Generic Letter 2004-02 for Turkey Point Unit 3 until June 30, 2008; and that FPL planned to complete the downstream effects analysis by March 31, 2008. By letter dated December 28, 2007 (Reference-3), the Nuclear Regulatory Commission (NRC) staff concluded that it was acceptable to extend the due dates for completion of these activities as requested by FPL.

Turkey Point Unit 3, Docket No. 50-250 L-2008-071, Page 2 of 2 By letter L-2008-033 dated February 28, 2008 (Reference 5), FPL provided a supplemental response to Generic Letter 2004-02 for Turkey Point Unit 3. In that letter, FPL reconfirmed its commitments for the downstream effects evaluations, and chemical testing and analysis; and to submit an updated supplemental response to the NRC by June 30, 2008.
On March 27, 2008, a teleconference was held with the NRC staff to discuss the status of the downstream effects evaluations. During these discussions, the NRC staff agreed completion of the downstream effects analyses beyond March 31, 2008 did not require a formal extension request provided the analyses were satisfactorily completed by June 30, 2008. The purpose of this letter is to confirm the information exchanged during that teleconference.
Downstream Effects Evaluations Status The plant specific in-vessel downstream effects evaluations using the guidance of WCAP-16793, Revision 0 have been completed and the results are acceptable. The results of this assessment will be provided to the NRC staff by June 30, 2008.
The ex-vessel downstream effects evaluations have been completed and the results are acceptable - with one exception. It was recently identified that the High Head Safety Injection (HHSI) pumps do not meet the shaft stiffness acceptance criteria utilizing the methodology in WCAP-16406-P, Revision 1. In accordance with the provisions of WCAP-16406-P, Revision 1, a refined rotor dynamic analysis will be performed to justify increasing the wear limit as well as a review of conservatisms in the existing analysis (e.g., reduction in bypass debris concentration).
FPL plans to complete this work before June 30, 2008. The results of the downstream effects evaluations will be provided to the NRC staff by June 30, 2008. If these additional tasks do not produce acceptable results and additional corrective actions are required, FPL will contact the Commission.
As discussed in our February 28, 2008 supplemental response, FPL has made improvements with respect to the Turkey Point Unit 3 containment sump and has completed the planned scope of work in the last refueling outage. The strainer surface area has been substantially increased.
Considerable resources have been expended for insulation removal, modification, and replacement. These efforts have significantly improved the safety margin associated with the containment sump.
