Turkey Point Unit 3 Docket No. 50-250 Request to Withdraw License Amendment Request (LAR 192)
Inoperable Rod Position Indication By letter L-2007-083, dated May 17, 2007, "License Amendment Request (LAR 192) Inoperable Rod Position Indication," Florida Power and Light Company (FPL) requested exigent approval of changes to the Turkey Point Unit 3 Facility Operating License DPR-31, to allow the use of an alternate method of determining rod position for control rods M-6 and G-5 with inoperable Analog Rod Position Indicators (ARPIs). The ARPI for control rod M-6 in Control Bank C was declared inoperable in August 2006. The ARPI for control rod G-5 in Control Bank A was declared inoperable in April 2007.
Since the submittal of LAR 192, Turkey Point Unit 3 has experienced additional unexpected failures in the control rod ARPI system and has shutdown Unit 3 in accordance with station Technical Specifications. Turkey Point Unit 3 is currently shutdown in Mode 5 and is performing troubleshooting and repair activities on the ARPI system. As stated in FPL letter L-2007-083, Turkey Point will repair the inoperable ARPIs prior to restarting Unit 3; therefore, this letter documents FPL's request to withdraw LAR 192, since it is no longer needed.
