Dear Mr. Shea:
Attached please find, as discussed in various telephone conversations between you, Thad Greer of the St. Lucie Plant and Ron Hix of FPL Corporate Environmental, an application for an exemption from permitting (due to de minimus activity) for partial cleaning of the facility's intake velocity cap. This exemption will allow FPL to remove material that is currently restricting flow through the velocity cap. Removal of this material will result in reduced velocity at the face of the velocity cap and decreased differential in head pressure between the intake and discharge canals. Decreasing this pressure differential will result in improved thermal efficiency and more megawatts being produced for the same amount of fuel. In addition, it will allow a survey for determining any damage that may have occurred to the velocity cap during the hurricanes of 2004/2005.
It is FPL understanding that by filing for this exemption, we will have obtained all of the regulatory approvals we need to conduct this work.

As shown on the attached sketches, clean by pressure washing' enough of the velocity cap to: 1) reduce restriction in flow (current restriction is Increasing head pressure and reducing plant megawatt output) and;
- 2) expose enough surface area to allow hurricane damage inspections, as follows:
1 Clean by pressure washing 4 areas, 1 on each corner of the top of the velocity cap as shown on sketch 3. Total area approx. 36 square feet.
2 Clean flow areas to include areas between each of the pilings beneath the velocity cap. This will include the areas under the velocity cap top and on the tremie concrete block and the sides of the pilings as shown on sketch 1 and 2. Total area approx. 784 square feet.
3 Clean 1 foot around periphery of contact point both top and bottom where piling contacts tremie block and velocity cap top underside as shown on sketch 4. Total area approx. 753 square feet.
The total area of the 16' intake velocity cap is 22,638 square feet, (not including the tremie block/sheet pile sides). The total area to be cleaned is approximately 1573 square feet. This equates to approximately 7%
of the total area. Note: There are two (2) additional velocity caps located next to the 16' intake cap (they are associated with 12' diameter intake pipes) that will also not be Impacted.
The cleaning is estimated to create 120 cubic yards of debris. The debris will be directed so that large debris is prevented from entering the intake flow stream and will be placed at the base of the velocity cap next to the sheet piling, as shown on sketch 5.
After cleaning Is complete, a topographical and benthic survey Willbe performed to determine existing coverage of the buried pipes and the structures to determine amount of movement of the velocity cap resulting from the 200412005 hurricane seasons.
