St. Lucie Units 1 and 2 Docket Nos. 50-335 and 50-389 Annual Summary of Commitment Changes Implemented Without Prior NRC Notification for Calendar Year 2003 Pursuant to the guidance of NRC Regulatory Issue Summary (RIS) 2000-17, Managing Regulatory Commitments Made by Power Reactor Licensees to the NRC Staff and NRC endorsed Nuclear Energy Institute (NEI) 99-04, Guidelines for Managing NRC Commitment Changes, attached is a summary of commitment changes that were implemented without prior NRC notification during calendar year 2003.

NRC Inspection Report Controls will be established so that FPL does not consider this good practice 98-06 and FPL Letter Plant Management Action Items necessary to minimize recurrence of this violation.

L-98-168 (PMAI) do not receive due date The Plant General Manager will continue to extensions without Plant Manager approve due date extensions to all PMAls

approval, generated from Significance Level 1 Condition Reports (CR) (significant conditions adverse to quality) and the second and subsequent for PMAls associated with Significance Level 2 (SL 2) CRs.

Department Managers will be able to extend due dates for SL 3 and first time SL 2 due dates. This will give managers more flexibility while at the same time maintaining adequate control over high priority corrective actions.
