SUBJECT:
Davis-Besse Nuclear Power Station, Unit 1 Docket Number 50-346, License Number NPF-3 Regulatory Conference Comment Clarification On October 27, 2008, the Nuclear Regulatory Commission (NRC) issued Inspection Report 05000346/2008201 for the Davis-Besse Nuclear Power Station, Unit 1 (DBNPS) for a security baseline inspection that concluded on-site activities on May 2, 2008. This inspection report documented a finding that appeared to have a greater than green security significance. In accordance with the guidance of the inspection report, the FirstEnergy Nuclear Operating Company (FENOC) requested a Regulatory Conference to discuss FENOC's perspectives on the facts and assumptions regarding the finding.
This Regulatory Conference was held at NRC Headquarters on December 3, 2008.
As a follow-up to this Regulatory Conference, additional information was requested by the NRC to clarify comments made by the FENOC staff and consultants during the conference. The requested information along with FENOC's response is included as Attachment 1 and Enclosures A and B. Because it was necessary to include Safeguards Information to provide an acceptable response, Attachment 1 is considered Safeguards Information per 10 CFR 73.21.
