On July 24, 2002, FirstEnergy Nuclear Operating Company (FENOC) submitted a relief request to allow implementation of a Risk-Informed Inservice Inspection (RI-ISI)

Program as an alternative to the current ASME Section XI requirements for piping at BVPS Unit 1 and Unit 2. The submittal was based on the Probabilistic Risk Assessment (PRA) model in effect at that time for each Unit.

The purpose of this letter is to confirm that the incorporation of the resolution of the Facts and Observations from the July 15-19, 2002, Westinghouse Owner's Group peer review into the PRAs used to support the RI-ISI relief request is not expected to have a significant impact on the proposed RI-ISI program. This confirmation was requested by the NRC Project Manager for BVPS, so that the NRC staff may complete its review of the proposed RI-ISI program relief request.

It is our understanding that all requests for information regarding the subject relief request have now been addressed, which should enable the NRC to complete the relief request approval process.
