Beaver Valley Power Station, Unit No. 1 and No. 2 BV-1 Docket No. 50-334, License No. DPR-66 BV-2 Docket No. 50-412, License No. NPF-73 License Amendment Request Nos. 300 and 172 Pursuant to 10 CFR 50.90, FirstEnergy Nuclear Operating Company (FENOC) requests an amendment to the above licenses in the form of changes to the technical specifications. The proposed changes will revise the Operating Licenses to permit each unit to be operated with an atmospheric containment. Converting from a sub-atmospheric containment to an atmospheric containment will:

(a) eliminate the station startup delay associated with establishing a containment vacuum prior to entry into Mode 4; (b) reduce the potential for personnel injury when entering the containment during plant operations; (c) allow for safer and more frequent containment entries for inspections and monitoring of equipment inside containment; and (d) provide margin in the large break loss of coolant accident calculated peak clad temperature needed to support the planned future power uprate.

This license amendment request (LAR) is being provided on CD-ROM as a Portable Document Format (PDF) file. The LAR has two enclosures. Enclosure 1 is the FENOC evaluation of the proposed changes. This enclosure has five attachments. The proposed Technical Specification changes are provided in Attachments A-i and A-2 for Units 1 and 2, respectively. The changes proposed to the Technical Specification Bases are provided in Attachments B-i and B-2 for Units I and 2, respectively. The changes proposed to the Licensing Requirements Manual (LRM) are provided in Attachments C 1 and C-2 for Units 1 and 2, respectively. The Technical Specification Bases and LRM changes are provided for information only. Attachment D provides a list of commitments associated with this request. Enclosure 2 contains a report describing the

Listed in Attachment D of Enclosure 1 is a commitment where FENOC will provide, under a separate submittal, marked-up Updated Final Safety Analysis Report pages reflecting the necessary changes associated with the conversion to an atmospheric containment. Attachment D of Enclosure 1 also lists a commitment where FENOC will provide, under a separate submittal, an implementation schedule and details concerning our containment conversion implementation plan. The implementation plan will specify an implementation period for each unit.

The Beaver Valley review committees have reviewed this change. The change was determined to be safe and does not involve a significant hazard consideration as defined in 10 CFR 50.92 based on the attached safety analysis and no significant hazard evaluation.

FENOC requests approval of the proposed amendments by July 15, 2003 to support implementation following the next scheduled refueling outage for Unit 2, i.e., 2R10.

Once approved, the amendments shall be implemented within the implementation periods specified in the forthcoming implementation plan.
