Dear Sir:
This application for an amendment to the James A. FitzPatrick Technical Specifications proposes to revise Specifications 1.0.T,4.0.B and associated Bases to be consistent with the Standard Technical Specifications and NRC Generic Letter 89-14 (Reference 1).
Specification 4.0.8 permits surveillance intervals to be extended up to 25 percent of the specified interval but limits any three consecutive extensions to 3.5 times the interval. The limitation in the Standard Technical Specifications is slightly lower at 3.25 times the specified interval. The limitation on extending surveillance intervals has been removed from the Standard Technical Specifications by Generic Letter 89-14 as a line item improvement. Generic Letter 89-14 provides guidance for license amendment requests to implement the improvement. Specification 1.0.T is being deleted for consistency with this change.
The signed original of the Application for Amendment to Operating License is enclosed for filing. Attachments I and il to this application contain the proposed changes to the Technical Specifications and the associated Safety Evaluation.
In accordance with 10 CFR 50.91, a copy of this application and the associated attachments are being provided to the designated New York State official.
