James A. FitzPatrick Nuclear Power Plant Docket No. 50-333 Proposed Change to the Technical Specifications Snubber Visual Inspection Schedule (JPTS-91-011)

1. NRC Generic Letter 90-09, dated December 11, 1990, ." Alternative Requirements for Snubber -

Visual inspection Intervals and Corrective Actions."

Dear Sir:

This application for an amendment to the James A. FitzPatrick Technical Specifications proposes a revised schedule for visualinspection of snubbers. The proposed inspection schedule is consistent with the guidance provided in Generic Letter 90-09 ( Reference 1).

FitzPatrick Technical Specification Section 4.6.1 currently specifies a snubber inspection scheduto based on the number of inoperable snubbers found during the previous inspection and limits the inspection Interval to eighteen months. As outlined in

the NRC's generic letter, the proposed schedulo is based on the_ number of unacceptable snubbers found during the previous inspection in proportion to the s!zo of the various

. snubber categories and increases the maximum inspection interval to forty eight months.

Enclosed for filing is the signed original of a document entitled " Application for Amendment to Operating Ucense," with Attachments I and 11 thereto, comprising a

- statement of the proposed change to the Technical Specifications and the associated Safety Evaluation.

- In accordance with'10 CFR 50.91, a copy of this application and the associated

!- attachments are being provided to the designated New York State official.
