Dear Sir or Madam,

In response to the events of September 11, 2001, Entergy Nuclear Operations, Inc., on its own and in response to NRC Advisories, Orders and industry initiatives promptly initiated and maintained heightened security measures to increase high assurance that activities involving special nuclear material are not inimical to the common defense and security and do not constitute an unreasonable risk to the public health and safety in the current threat environment.

NOTICE: Attachment I to this letter contains "Safeguards Information." Upon separation of Attachment 1 to this letter, this letter is "DECONTROLLED."

SAFEGUARDS INFORMATION

SAFEGUARDS INFORMATION On January 7, 2003 (Reference 1), the NRC issued Orders for compensatory measures related to access authorization to the nuclear power plants operated by Entergy Nuclear Operations, Inc. (hereinafter ENO). Pursuant to the requirements of 10 CFR 50.4, the attachment to this letter (Attachment 1) contains ENO's responses to Sections III.A.1, IIl.B.1 and Ill.C.1 of the Orders. This attachment contains safeguards information, as defined in 10 CFR 73.21. ENO therefore requests that this attachment be withheld from public disclosure.

Pursuant to the requirements of 10 CFR 2.202(a)(2), the Answer to the Order, is being transmitted to the Secretary of the Commission under separate cover. As required by Condition C.2 of the Order, ENO will notify the Commission when full compliance has been achieved.
