Dear Sir:
NRC Generic Letter 96-05, " Periodic Verification of Design-Basis Capability of Safety-Related Motor-Operated Valves", dated September 18,1996, was issued to (1) discuss the periodic verification of the capability of safety-related motor-operated valves (MOVs) to perform their safety functions consistent with the current licensing bases of nuclear plants, (2) request that addressees implement actions to establish or verify the effectiveness of programs concerning periodic verification of MOV capability, and (3) require that addressees provide to the NRC a written response relating to implementation of the actions requested by the generic letter.
On October 30,1997, the Nuclear Regulatory Commission issued the reference Safety Evaluation (SE), which within the conditions and limitations described in the Sli, stated that the Staff considers the Joint Owners' Group (JOG) Program on MOV Periodic Verification an acceptable industry-wide response to Generic Letter (GL) 96-05. The JOG had agreed l
that after the issuance of the SE, requests would be made for participating utilities to i
l notify the NRC of their plans to implement the JOG program described in Revision 2 of the j b topical report which was the subject of the SE (i.e NEDC-32719) and that any deviations from the JOG program would bc justified.

Response to Safety Evaluation Joint Owners' Group Program on Periodic Verification of Motor-Operated Valves (in response to Generic Letter 96-05)
By this letter, the Authority is providing the requested SE response. The Authority plans to continue participating in the JOG MOV-Periodic Verification Program as a member of the Boiling Water Reactor Owners' Group and plans to implement the program elements described in Topical Report NEDC-32719, Revision 2.
In Reference 3, the Authority submitted the 180 day response requested by Generic Letter 96-05. In this response, the Authority committed to provide the schedule for dynamic MOV testing at FitzPatrick. Specifically, FitzPatrick will perform dP testing of two MOV's (10MOV-398, B RHR torus cooling isolation valve, and 14MOV-5B, B core spray minimum flow valve) prior to completion of Refuel Outage 13 (RFO-13). After RFO-13, these valves will be tested under the conditions prescribed by the JOG MOV-Periodic Verification Program.
