NRC IE Bulletin 86-01 Minimum Flow Logic Problems That Could Disable RHR Pumps
Dear Mr. Murley:
As requested by the subject bulletta, a review of the minimum flow logic installed on the FitzPatrick Resilus1 Heat Removal (RHR) System has been conducted. Due to the removal of the Low Pressure Coolant Injection (LPCI) Loop Select Logic and the closure and electrical disabling of the RHR cross-tie valve (10-MOV-20), each injection loop of the RHR System uses individual loop flow and pump breaker indication to operate the minimum flow valve for that individual loop. Therefore, a single failure of a flow sensing instrument would only affect the RHR loop in which the instrument is installed.
