Dear Sir or Madam:

On March 12, 2012, the NRC issued a letter [Reference 1] entitled, Request for Information Pursuant to Title 10 of the Code of Federal Regulations 50.54(f) Regarding Recommendations 2.1, 2.3, and 9.3 of the Near-Term Task Force Review of Insights from the Fukushima Dai-ichi Accident. Enclosure 5 of the letter contains specific requested actions and requested information associated with Recommendation 9.3 for Emergency Preparedness (EP) programs.

In accordance with 10 CFR 50.54, "Conditions of Licenses," paragraph (f), addressees were requested to submit a written response to the information requests.

JAFP-16-0060 Page 2 of 2 On May 11, 2012, Entergy Nuclear Operations, Inc (ENOI) submitted an action plan for implementing Communications and Staffing recommendations [Reference 2]. Actions for Staffing recommendations included conducting onsite and augmented staffing assessments for implementing the Mitigation Strategies for Beyond Design Basis External Events, NRC Order EA-12-049, based on Near-Term Task Force (NTTF) Recommendation 4.2. Communication recommendations were assessed and a plan to implement improvements was submitted by letter dated October 31, 2012 [Reference 3].

On March 16, 2016, ENOI certified that it plans to permanently cease power operations at James A. FitzPatrick Nuclear Power Plant (JAF) on January 27, 2017 [Reference 4]. Based on discussions with the NRC related to implementing Insights from the Fukushima Dai-ichi Accident and in view of its commitment to permanently shut JAF down on January 27, 2017; ENOI has decided to change the schedule for implementing these recommendations previously committed to in References 2 and 3. How these commitments are implemented may change depending on the needs of JAF when it's in a permanently shutdown status. However, these changes will be communicated to the NRC based on the guidance of NEI 99-03, NEI Guidelines for Managing NRC Commitment Changes.

The Regulatory Commitments identified in the Attachment revise the scheduled completion date of existing Regulatory Commitments made in References 2 and 3. Should you have any questions regarding this letter, please contact me, at 315-349-6562.
