SAP-3 1.0 PURPOSE The purpose of this procedure is to provide instructions for testing emergency communications systems and checking and updating the telephone number list. This procedure also provides a mechanism for determining if an organization has changed key personnel.

EMERGENCY COMMUNICATIONS TESTING SAP-3 4.0 PROCEDURE 4.1 Communication checks shall be performed by individuals assigned by the Radiation Protection Manager, except for the following which may be performed by Emergency Planning Department personnel:

4.1.1 The B.5.b Extreme Damage Scenario radio checks (Attachment 2) .

4.2 Communications checks shall be performed using the appropriate checklist(s) at the frequencies shown below:

4.2.1 Monthly checks are performed using Attachment l, MONTHLY EMERGENCY COMMUNICATIONS CHECKLIST.

4.2.2 Quarterly checks are performed using Attachment 2, QUARTERLY EMERGENCY COMMUNICATIONS CHECKLIST.

4.3 The Quarterly Communication Check shall include the following:

4.3.1 For each agency contacted, verify personnel names and phone numbers are current. Note any changes on the checklist and ensure a Procedure Change Request (PCR) is initiated per AP-02.04' for this procedure and for EAP-1.1, as applicable.

4.3.2 ERO members verify contact information quarterly consistant with EN-EP-310 Quarterly Member Profile Update Review. .,

4.4 IF a discrepancy or UNSAT condition is discovered, THEN:

4.4.1 The person who discovered the problem shall:

a. Consider repeating the portion of the surveillance that failed
b. Document the results, including details that will help understand the problem
c. Contact EP and inform them of the failure
d. Initiate a Condition Report 4.4.2 EP shall:
a. Determine and implement compensatory actions, as required.

4.5 Forward the completed checklists to the Emergency Preparedness Manager, or designee, who shall take appropriate action.

4.6 The Emergency Preparedness Manager, or designee, will review completed checklists for completeness, accuracy, and any discrepant or unsatisfactory conditions.

4.6.1 IF unsatisfactory conditions are not inunediately corrected, THEN initiate the appropriate tracking item for resolution, such as INDUS, help desk ticket, or Condition Report.

4.6.2 IF telephone number changes are identified, THEN initiate a Procedure Change Request (PCR) .

4.6.3 Notify the Emergency Preparedness Manager or designee, and appropriate RP supervision, of unsatisfactory surveillance items.

The sending and receiving radio consoles must be set to the same station number and frequency in order to communicate.

1. RADIO CHECK OPERATING GUIDANCE A. UHF Radio Operation (TSC, EOF and Control Room)
1. Locate Motorola MClOOO UHF Link radio (at Radio Dispatcher desk in TSC, Shift Manager's office in Control Room, and Conununications Room at the EOF) .
2. Verify power is ON.

Select Station l(Green LED Off)

  • IF Station 1 is already displayed, THEN you must "toggle" stations by first selecting Station 2, then re-select Station 1.
  • The UHF radio you want to conununicate with must be set to the s'ame station number in the same manner as the previous step.
3. Select Frequency 1 (Fl). IF Fl is already*displayed, THEN you must "toggle" frequencies by first selecting F2, then re-select Fl. The UHF radio you want to communicate with must be set to the.same frequency number, in the same manner.
4. Rotate the volume knob to about the halfway point (12 o'clock).

2. TEST PROCEDURES FOR THE NRC EMERGENCY TELECOMMUNICATIONS SYSTEM (ETS)

A. Description The ETS is a separate and distinct system from the public switched network (NY Telephone, Alltel, etc.). It is part of the Federal Telecommunications System (FTS) 2001 network which provides a separate government network for all essential conununications functions.

B. Requirements Emergency Notification System (ENS) - The Control Room extension is tested daily by Operations personnel. However, a monthly test shall also be conducted from all locations (Control Room, TSC, EOF) in accordance with step D below.

Health Physics Network (HPN) - All bridged extensions shall be tested monthly in accordance with step D below.

Emergency Response Data System (ERDS) - This line is located in the TSC (Aux Computer Room) and shall be tested monthly in accordance with step D below.

3. SATELLITE PHONE MAINTENANCE - VENDOR RECOMMENDATIONS A. If possible, keep all hand held satellite phones and spare batteries on continuous charge. Batteries will maintain approximately 95% of charge for 3 months, so rotate onto charge quarterly if continuous charge is not possible.

B. Deployable kits should be left on continuous charge.

C. Test phones installed in control rooms quarterly by calling the Iridium Platform at 1-480-752-5105.

5.2 All respiratory qualification requirements, for ERO positions are contained in this procedure. EN-RP-501 - RESPIRATORY PROTECTION PROGRAM defines the requirements to obtain the respiratory qualifications.

5.3 Requalification frequency for ERO personnel is annual.

5.4 Personnel in training for ERO positions:

5.4.1 Are responsible for completing their ERO qualification within a maximum of three months of being assigned to do so.

EMERGENCY RADIATION EXPOSURE CRITERIA AND CONTROL EAP-15 1.0 PURPOSE This procedure provides guidance and criteria for limiting radiation exposure to emergency personnel in emergency situations. It also provides guidance for those situations when it may be necessary for an individual or individuals to exceed established annual radiation exposure limits to save a life or* to minimize the possible consequences of the emergency situation.

EMERGENCY RADIATION EXPOSURE CRITERIA AND CONTROL EAP-15 J.O INITIATING EVENTS 3.1 An emergency has been declared in accordance with IAP-2 Classification of Emergency Conditions, 3.2 Radiological conditions exist OR are suspected that warrant emergency exposure control.

4.0 PROCEDURE 4.1 General 4 .1.1 The provisions of this procedure are applicable only in actual emergency situations, and are applicable to personnel performing emergency tasks*.

4 .1.2 The radiation exposure to emergency personnel shall be maintained As Low As Reasonably Achievable (ALARA) and should be maintained less than the radiation exposure limits in 10 CFR 20 as defined in reference 2.2.6.

4.1.3 To maintain personnel ex:posures within established

.guides and limits, methods used during normal operations to authorize exposure upgrades above annual administrative limits shall remain in force during an emergency condition to the degree consistent with timely implementation of emergency measures.

4.1.4 Administrative methods used during normal operations to control Radiation Work Permit usage shall remain in effect until a Protected Area Evacuation or Site Evacuation is initiated.

Controls for the assessment/evaluation of radiological conditions will be per EAP-6, In-Plant Emergency Survey/Entry.

4 .1. 5 The Emergency Director/Emergency Plant Manager may waive or modify the established exposure control criteria and methods in accordance with the provisions of this p:r;ocedure. This may occur if necessary operations require personnel exposures in excess-o*f-narmat-gu+/-des-or:--J.-i-'rn+/-tS'~r-if *normal-------*-

access control and radiological control work practices may result in unacceptable delays. The Radiological Coordinator should be consulted in these decisions whenever feasible.

4.1.6 The Emergency Director/Emergency Plant Manager are the only individuals who can authorize emergency exposures.

NOTE 1: Planned actions are actions which are performed intentionally. The degree of planning may be a simple decision to perform the action ranging to detailed planning, as time permits. The term planned actions is not meant to infer administrative actions such as ALARA reviews, radiation work permits or other similar work planning actions.

NOTE 2: Workers performing services during emergencies should limit dose to the lens of the eye to three times the listed value an9. doses to any other organ (including skin and body extremities) to ten times the listed value. These limits apply to all doses from an incident.

NOTE 3: Protective or corrective actions are actions necessary to mitigate the consequences of the emergency, such as to eliminate the further release of effluent or to control fires.

NOTE 4: Life saving actions are actions related to the search for and rescue of injured persons, or corrective or protective actions to mitigate conditions which could result in imminent injury or substantial overexposure to numbers of individuals-. --*****----- .....

EMERGENCY RADIATION EXPOSURE CRITERIA AND CONTROL EAP-15 4.3 Emergency Exposure Briefings Emergency exposure briefings shall be conducted by the team leader, Radiological Coordinator, Radiological Assessment Coordinator (RAC) or designee under the guidance of the Emergency Director/Emergency Plant Mariager as the urgency of the emergency permits. Using Attachment l, the briefings shall cover the following topics with an opportunity for questions and answers included:

4.3.1 To the degree possible, the probability of success of the proposed action requiring emergency exposure shall be weighed against the projected element of risk.

4.3.2 Ensure the personnel selected to receive emergency exposures:

  • Are NOT a declared pregnant worker
  • Have NOT received a previous emergency exposure
  • Have NOT received a planned special exposure (see definition)

A. If personnel could receive greater than 25 rem TEDE, then those people shall be briefed in accordance with step 4.3.4.

4.3.3 Personnel receiving emergency exposures should be more than 45 years of age, if possible.

4.3.4 IF personnel have volunteered to receive >25 rem to perform lifesaving tasks, THEN ensure the following are performed:

A. Volunteers are briefed on potential biological consequences as follows:

1. The principle known effect of exposure to ionizing radiation is an increase in the probability of cancer development. (See Attachment 3)
2. See Attachment 2 for additional health effects.

4.3.5 Emergency exposures shall be limited to one occurrence in a lifetime.

4.3.6 Entries into areas where dose rates are unknown shalt be made using appropriate dose rate monitoring equipment.

EMERGENCY RADIATION EXPOSURE CRITERIA AND CONTROL EAP-15 4.3.7 Dosimetry equipment capable of measuring the anticipated maximum exposure and type of radiation{s) shall be worn by personnel receiving emergency exposure.

4.3.8 Reasonable measures shall be taken to minimize skin contamination and the intake of radioactive materials.

4.3.9 Radiation exposure and anticipated radiological conditions in the area of the task shall be presented as they relate to ALARA.

4.3.10 The task to be performed shall be described in accordance with the Emergency Procedure governing the task.

4.4 Emergency Exposure Documentation 4.4.1 Steps 4.4.2 and 4.5.2 shall be performed to document emergency radiation exposure. Although it is preferable to complete the form before the exposure is received, the Emergency Director/Em~rgency Plant Manager may, upon discretion, verbally authorize the emergency exposure with documentation to be completed at a later time.

4.4.2 EP-4-ALL, Exposure Authorization Form, shall be completed with the required signatures.

4.5 Post-EX:posure Evaluations 4.5.1 Individuals receiving emergency exposure shall be restricted from further occupational radiation exposure pending the outcome of exposure evaluations and medical surveillance.

4.5.2 An exposure evaluation shall be performed to determine a dose equivalent of the emergency exposure. This evaluation shall be based on measured area dose rates, airborne radioactivity measurements and dosimetry results.

This procedure also provides a mechanism for determining if an organization has changed key personnel.

EMERGENCY COMMUNICATIONS TESTING SAP-3 4.0 PROCEDURE 4.1 Communication checks shall be performed by individuals assigned by the Radiation Protection Manager, except for the following which may be performed by Emergency Planning Department personnel:

4.1.1 The B.5.b Extreme Damage Scenario radio checks (Attachment 2) .

4.2 Communications checks shall be performed using the appropriate checklist(s) at the frequencies shown below:

4.2.1 Monthly checks are performed using Attachment l, MONTHLY EMERGENCY COMMUNICATIONS CHECKLIST.

4.2.2 Quarterly checks are performed using Attachment 2, QUARTERLY EMERGENCY COMMUNICATIONS CHECKLIST.

4.3 The Quarterly Communication Check shall include the following:

4.3.1 For each agency contacted, verify personnel names and phone numbers are current. Note any changes on the checklist and ensure a Procedure Change Request (PCR) is initiated per AP-02.04' for this procedure and for EAP-1.1, as applicable.

4.3.2 ERO members verify contact information quarterly consistant with EN-EP-310 Quarterly Member Profile Update Review. .,

4.4 IF a discrepancy or UNSAT condition is discovered, THEN:

4.4.1 The person who discovered the problem shall:

a. Consider repeating the portion of the surveillance that failed
b. Document the results, including details that will help understand the problem
c. Contact EP and inform them of the failure
d. Initiate a Condition Report 4.4.2 EP shall:
a. Determine and implement compensatory actions, as required.

4.6.1 IF unsatisfactory conditions are not inunediately corrected, THEN initiate the appropriate tracking item for resolution, such as INDUS, help desk ticket, or Condition Report.

4.6.2 IF telephone number changes are identified, THEN initiate a Procedure Change Request (PCR) .

4.6.3 Notify the Emergency Preparedness Manager or designee, and appropriate RP supervision, of unsatisfactory surveillance items.

The sending and receiving radio consoles must be set to the same station number and frequency in order to communicate.

1. RADIO CHECK OPERATING GUIDANCE A. UHF Radio Operation (TSC, EOF and Control Room)
1. Locate Motorola MClOOO UHF Link radio (at Radio Dispatcher desk in TSC, Shift Manager's office in Control Room, and Conununications Room at the EOF) .
2. Verify power is ON.

Select Station l(Green LED Off)

  • IF Station 1 is already displayed, THEN you must "toggle" stations by first selecting Station 2, then re-select Station 1.
  • The UHF radio you want to conununicate with must be set to the s'ame station number in the same manner as the previous step.
3. Select Frequency 1 (Fl). IF Fl is already*displayed, THEN you must "toggle" frequencies by first selecting F2, then re-select Fl. The UHF radio you want to communicate with must be set to the.same frequency number, in the same manner.
4. Rotate the volume knob to about the halfway point (12 o'clock).
5. Lift handset and depress handset button to transmit.

6. IF communication using a different station frequency number is needed:
  • THEN the sending and receiving radios must be set to the same station AND frequency.

2. TEST PROCEDURES FOR THE NRC EMERGENCY TELECOMMUNICATIONS SYSTEM (ETS)

A. Description The ETS is a separate and distinct system from the public switched network (NY Telephone, Alltel, etc.). It is part of the Federal Telecommunications System (FTS) 2001 network which provides a separate government network for all essential conununications functions.

B. Requirements Emergency Notification System (ENS) - The Control Room extension is tested daily by Operations personnel. However, a monthly test shall also be conducted from all locations (Control Room, TSC, EOF) in accordance with step D below.

Health Physics Network (HPN) - All bridged extensions shall be tested monthly in accordance with step D below.

Emergency Response Data System (ERDS) - This line is located in the TSC (Aux Computer Room) and shall be tested monthly in accordance with step D below.

3. SATELLITE PHONE MAINTENANCE - VENDOR RECOMMENDATIONS A. If possible, keep all hand held satellite phones and spare batteries on continuous charge. Batteries will maintain approximately 95% of charge for 3 months, so rotate onto charge quarterly if continuous charge is not possible.

B. Deployable kits should be left on continuous charge.

C. Test phones installed in control rooms quarterly by calling the Iridium Platform at 1-480-752-5105.

5.1 Attachment 1 includes a list of ERO Training Requirements used for ERO member qualification and requalification. These requirements are intended to complement the ERO training requirements contained in EN-TQ-110, Emergency Response Organization Training.

5.2 All respiratory qualification requirements, for ERO positions are contained in this procedure. EN-RP-501 - RESPIRATORY PROTECTION PROGRAM defines the requirements to obtain the respiratory qualifications.

5.3 Requalification frequency for ERO personnel is annual.

5.4 Personnel in training for ERO positions:

5.4.1 Are responsible for completing their ERO qualification within a maximum of three months of being assigned to do so.

A. If greater than 3 months is required, then the Manager Emergency Planning shall approve the extension.

BASIS FOR CONCLUSION Attachment 1 - Operations Coordinator- changed TSC WKTH(TSC Walkthrough) to "Once only" instead of' 12 months" for requal. The requal is "Once only should have stated that in the last revision. Update in requalification time period to alleviate confusion regarding qualifications. The TSC walkthrough is initially given to familiarize the individual with the facility. The individual is required to have an annual drill which will refresh their knowledge of the facility at that time. Having the annual drill requirement is why the "once only" was determined to be useful. TSC WKTH had been previously evaluated under 10CFR50.54(q) for SAP-20, revision 37. There are no applicable Emergency Planning Element/Functions affected by this change. EMERGENCY RADIATION EXPOSURE CRITERIA AND CONTROL EAP-15 J.O INITIATING EVENTS 3.1 An emergency has been declared in accordance with IAP-2 Classification of Emergency Conditions, 3.2 Radiological conditions exist OR are suspected that warrant emergency exposure control.

4.0 PROCEDURE 4.1 General 4 .1.1 The provisions of this procedure are applicable only in actual emergency situations, and are applicable to personnel performing emergency tasks*.

4 .1.2 The radiation exposure to emergency personnel shall be maintained As Low As Reasonably Achievable (ALARA) and should be maintained less than the radiation exposure limits in 10 CFR 20 as defined in reference 2.2.6.

4.1.3 To maintain personnel ex:posures within established

.guides and limits, methods used during normal operations to authorize exposure upgrades above annual administrative limits shall remain in force during an emergency condition to the degree consistent with timely implementation of emergency measures.

4.1.4 Administrative methods used during normal operations to control Radiation Work Permit usage shall remain in effect until a Protected Area Evacuation or Site Evacuation is initiated.

EMERGENCY RADIATION EXPOSURE CRITERIA AND CONTROL EAP-15 4.3 Emergency Exposure Briefings Emergency exposure briefings shall be conducted by the team leader, Radiological Coordinator, Radiological Assessment Coordinator (RAC) or designee under the guidance of the Emergency Director/Emergency Plant Mariager as the urgency of the emergency permits. Using Attachment l, the briefings shall cover the following topics with an opportunity for questions and answers included:

4.3.1 To the degree possible, the probability of success of the proposed action requiring emergency exposure shall be weighed against the projected element of risk.

4.3.2 Ensure the personnel selected to receive emergency exposures:

  • Are NOT a declared pregnant worker
  • Have NOT received a previous emergency exposure
  • Have NOT received a planned special exposure (see definition)

A. If personnel could receive greater than 25 rem TEDE, then those people shall be briefed in accordance with step 4.3.4.

4.3.3 Personnel receiving emergency exposures should be more than 45 years of age, if possible.

4.3.4 IF personnel have volunteered to receive >25 rem to perform lifesaving tasks, THEN ensure the following are performed:

A. Volunteers are briefed on potential biological consequences as follows:

1. The principle known effect of exposure to ionizing radiation is an increase in the probability of cancer development. (See Attachment 3)
2. See Attachment 2 for additional health effects.

4.3.5 Emergency exposures shall be limited to one occurrence in a lifetime.

4.3.6 Entries into areas where dose rates are unknown shalt be made using appropriate dose rate monitoring equipment.

EMERGENCY RADIATION EXPOSURE CRITERIA AND CONTROL EAP-15 4.3.7 Dosimetry equipment capable of measuring the anticipated maximum exposure and type of radiation{s) shall be worn by personnel receiving emergency exposure.

4.3.8 Reasonable measures shall be taken to minimize skin contamination and the intake of radioactive materials.

4.3.9 Radiation exposure and anticipated radiological conditions in the area of the task shall be presented as they relate to ALARA.

4.3.10 The task to be performed shall be described in accordance with the Emergency Procedure governing the task.

4.4 Emergency Exposure Documentation 4.4.1 Steps 4.4.2 and 4.5.2 shall be performed to document emergency radiation exposure. Although it is preferable to complete the form before the exposure is received, the Emergency Director/Em~rgency Plant Manager may, upon discretion, verbally authorize the emergency exposure with documentation to be completed at a later time.

4.4.2 EP-4-ALL, Exposure Authorization Form, shall be completed with the required signatures.

4.5 Post-EX:posure Evaluations 4.5.1 Individuals receiving emergency exposure shall be restricted from further occupational radiation exposure pending the outcome of exposure evaluations and medical surveillance.

4.5.2 An exposure evaluation shall be performed to determine a dose equivalent of the emergency exposure. This evaluation shall be based on measured area dose rates, airborne radioactivity measurements and dosimetry results.
