Dear Sir or Madam:

The Temporary Inspection (Tl) 2515/190, Inspection of the Licensee's Proposed Interim Actions as a Result of the Near-Term Task Force Recommendation 2.1 Flooding Reevaluation, was performed at James A. FitzPatrick Nuclear Power Plant (JAF) and the results were reported in inspection report dated November 6, 2015 [Reference]. During the inspection, the inspector identified a condition with doors seals which was entered into JAF's Corrective Action Process (CAP). The Attachment to this letter discusses the resolution of corrective actions to this condition.

JAFP-15-0146 Attachment Resolution of Conditions Identified During TI 2515/190 In September and October 2015 the NRC Resident Inspector performed TI 2515/190 at James A. FitzPatrick Nuclear Power Plant (JAF) for proposed interim actions as a result of the Near-Term Task Force Recommendation 2.1 Flooding Reevaluation [Reference 1]. The inspectors performed activities to verify Entergys conclusion that no interim actions were required. The inspection activities performed were based on questions provided by the NRC staff that reviewed Entergys near-term task force recommendation 2.1 flood hazard re-evaluation submittal, as well as the inspectors assessment of the hazard posed to safety-related equipment by the predicted flood levels. Results of this inspection were reported by Inspection Report 05000333/2015003 [Reference 2].

When the inspectors inspected the exterior doors that would present the path for water infiltration to assess the material condition of the doors and the door seals, they identified a condition which was placed in the corrective action program (CAP) as CR-JAF-2015-04387.

NRC Inspector identified plant doors with weather stripping that is degraded and/or missing. Weather stripping at these plant doors is credited with mitigating potential flood water intrusion from a BDBEE (Beyond Design Basis External Event) flooding event.

The degraded and/or missing weather stripping was investigated and corrected by the work management system.

Door Work Order Repair 88EOD-31 WO 00427171 Turbine building south west wall overhead door removed and replaced weather stripping 88EOD-32 WO 00427169 Turbine building north west wall overhead door repaired damaged weather stripping 88EOD-35 WO 00427168 Screenwell roll-up door removed and replaced weather stripping 52DR-SP-272-2 WO 00427164 Screenwell exterior personnel door added new weather stripping at the bottom of the door 52DR-A-272-13 WO 00427165 Administrative building exterior personnel door added new weather stripping at the bottom of the door In addition, a corrective action for periodic inspections of weather stripping to exterior doors identified as flood barriers for potential water intrusion has been initiated. It will be included in the Seasonal Weather Preparations procedure AP-12.04.
