Inspection on November 21, 1978 (Report No. 50-556/78-07; 50-557/78-07)

Areas Inspected: Routine, unannounced inspection of the plant site to observe construction activities including a review of the construction status; and a review of the concrete contractor's procedures. The inspection involved six inspector-hours by one NRC inspector.

Results:

Site Tour The IE inspector toured the site and observed construction activi-ties in progress. It was noted that trenches in the Unit 1 foundation area, which showed evidence of soil unomalies, have been left undis-turbed pending approval notification from NRR to resume excavation.

No deviations were identified.

3.

Construction Status During discussions with the applicant representatives, the IE inspector was informed that certification of the on-site batch concrete plants is scheduled to be accomplished during the following week.

Concrete mix designs will be developed by U. S. Testing who also has contracts for concrete and soils testing and nondestructive examination. The previous contract with ATEK for the development of mix designs has been terminated.

The IE inspector was also informed that a training coordinator will be assigned to the site and will administer on-site QA training and indoctrination for PS0 personnel. Training records for field personnel will be maintained at the BFS site. A new training manual will be prepared which consolidates training requirements presently contained in the several existing P50 QA manuals.

An applicant representative stated that the seal slab for the Unit 1 excavation will consist of concrete of six inch average thickness as provided in the Limited Work Authorization.

4.

Review of Concrete Procedur_es The IE inspector reviewed the Anchor Concrete Company Quality Assurance manual and eight QA procedures which had been reviewed and accepted by the applicant.

No deviations were identified.

Exit Interview The IE inspector met with applicant representatives (denoted in paragraph 1) at the conclusion of the inspection on November 21, 1978. The IE inspector summarized the purpose and scope of the inspection and the findings.
