Routine environmental protection inspection, including discussion of licensee management controls; a review of the environmental protection program, plans and procedures related to implementation of the progran; and a tour of the site to observe program implementation and compliance with specific requirements contained in the Construction Permit.
The inspection involved five inspector-hours onsite by one NRC inspecter.
Results:
No apparent items of noncompliance or deviations were identifiec.

General This inspection consisted of an examination of the licensee's plans, procedures and activities in the area of environmental programs for construction. Procedure and program results were selectively examined.
Management control aspects, including organizational structure, dele-gation of responsibilities and authorities and administrative controls, were also reviewed. The Limited Work Authorization, dated August 2',
1977, and Construction Permits No. CPPR-170 and No. CPPR-171 were utilized as primary inspection criteria.
The licensee is utilizing Applied Biology of Atlanta, Georgia, to per-form the ecological monitoring program.
Texas Instruments performs remote sensing and ground truthing for the terrestrial monitoring program.
The meteorological contractor is Ball Brothers Research Corporation of Boulder, Colorado.

Environment al Prcgram Managemen t Managerent responsibilities within the Public Service Company of Indiana ( P S I ') for environmental prggrams for construction remain as described in a previous report.-
The supervising engineering, environmental, conducted an audit of the environmental program in February 1978.
No problems were noted in the audit.
4.
Environmental Progra_m_Imylementat ion The inspector reviewed the licensee's program for environmental protection.
Plans and procedures of the program were also reviewed.
The licensee's meteorological program was resumed in April 1978.
Previously, the licensee had planned to re-initiate this program one year prior to fuel loading.
The meteorological contractor is Ball Brothers Research Corporation.
The inspector also reviewed selected results from the ecological monitoring program and the report from the remote sensing and ground truthing studies conducted in 1978.

The licensee's compliance with certain of the specific requirements of the Construction Permits and the Limited Work Authorization in the area of environmental protection was examined during a tour of the construction site.
The LWA and CP contain several specific iters, mostly by ref erence, which are addressed as conditions for the pro-tection of the environment.
The inspector examined or discussed the following items during the site tour.
Item a:
Construction of the sedimentation pond.
Construction of the sedimentation pond has been completed.
Item b:
Excavation for the intake and discharge canals.
Excavation is planned to begin in the Spring, 1979.
Item c:
Seeding of graded slopes.
Seeding of selected areas is in progress.
Item d:
Upgrading of the existing roads.
Roads have been graded, widened and paved or covered with gravel.
Iten e:
The sewage treatment facility.
The Construction Permit references chemical toilet facilities; however, the licensee now has an operational sewage treatment facility.
Item f:
Watering to accomplish dust control on the roads.
Watering takes place on an as-n ided basis.
No items of noncompliance or deviations were noted.
5.
Exit Interview The inspector met with licensee representatives denoted in Paragraph 1 at the conclusion of the inspection on November 16, 1978.
The scope and findings of the inspection were discussed.
