CLINTON POWER STATION; NRC INITIAL LICENSE EXAMINATION REPORT 05000461/2015302
Dear Mr. Hanson:
On August 21, 2015, the U.S. Nuclear Regulatory Commission (NRC) completed the initial operator licensing examination process for a license applicant employed at your Clinton Power Station that failed the operating portion of the license examination administered in March 2015. The enclosed report documents the results of the retake operating test.
Preliminary observations noted during the examination process were discussed on August 18, 2015, with Mr. C. Dunn, Clinton Power Station Training Director, and other members of your staff. An exit meeting was conducted by telephone on August 21, 2015, between Mr. D. Snook, Clinton Power Station Operations Training Manager, of your staff and Mr. D. McNeil, Senior Operations Engineer, to review the proposed final grading of the retake operating test for the license applicant. During the telephone conversation, Mr. Snook confirmed there were no post examination comments for this test.
Mr. McNeil administered the initial license examination operating retake test on August 18, 2015. The applicant was excused from taking the written examination and dynamic simulator operating test as he had previously passed these portions of the examination. The station provided sufficient evidence of corrective training to allow excusal from these portions of the examination. The results of the retake operating test were finalized on September 17, 2015. The applicant passed the retake examination and was issued a senior operator license. In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390, Public Inspections, Exemptions, Requests for Withholding, of the NRC's "Rules of Practice," a copy of this letter, its enclosure, and your response (if any) will be available electronically for public inspection in the NRCs Public Document Room or from the Publicly Available Records (PARS)

SUMMARY

Company, LLC, Clinton Power Station. Initial License Examination Report.
The announced initial operator licensing examination was conducted by regional Nuclear Regulatory Commission examiners in accordance with the guidance of NUREG-1021,
Operator Licensing Examination Standards for Power Reactors, Revision 10.
Examination Summary One applicant passed all sections of their respective examinations. One Senior Reactor Operator applicant was issued a senior operator license. (Section 4OA5.1).

4OA5 Other Activies
.1 Initial Licensing Examinations
a. Examination Scope
A U.S. Nuclear Regulatory Commission (NRC) examiner and members of the facility licensees staff used the guidance prescribed in NUREG-1021, Operator Licensing Examination Standards for Power Reactors, Revision 10, to develop, validate, administer, and grade a retake of the applicants operating test. The NRC examiner validated the proposed examination on August 17, 2015, with the assistance of members of the facility licensees staff. No license examinations were audited during the onsite validation week, as there was only one applicant and his application had been previously audited by other examiners. The NRC examiner, with the assistance of members of the facility licensees staff, administered the retake operating test, consisting of 15 job performance measures on August 18, 2015. The applicant applied for, and received excusals for the written examination and the dynamic simulator scenario portion of the examination.
b. Findings
- (1) Operating Test The NRC examiner determined that the operating test, as originally proposed by the licensee, was within the range of acceptability expected for a proposed examination.
No changes were made to the proposed operating test.
On August 21, 2015, the licensee confirmed during the exit meeting (per telecom) that there were no post-examination comments for consideration by the NRC examiners.
The retake test (ADAMS Accession Numbers ML15217A044, ML15217A045, and ML15217A048), are available electronically in the NRC Public Document Room or from the Publicly Available Records component of NRC's ADAMS.
- (2) Examination Results One applicant at the Senior Reactor Operator level was administered a retake operating test (job performance measure portion only). The applicant passed the retake test and was issued a senior operating license on September 17, 2015.
.2 Examination Security
a. Scope
The NRC examiners reviewed and observed the licensee's implementation of examination security requirements during the examination validation and administration to assure compliance with Title 10 of the Code of Federal Regulations, Section 55.49, Integrity of Examinations and Tests. The examiners used the guidelines provided in NUREG-1021, "Operator Licensing Examination Standards for Power Reactors, to determine acceptability of the licensees examination security activities.
b. Findings
No findings were identified.
4OA6 Management Meetings
.1 Debrief
The chief examiner presented his preliminary observations and findings on August 18, 2015, to Mr. C. Dunn, Clinton Power Station Training Director, and other members of the Clinton Power Station Operations and Training Department staff.
.2 Exit Meeting
The chief examiner conducted an exit meeting on August 21, 2015, with Mr. D. Snook, Clinton Power Station Operations Training Manager, by telephone. Mr. Snook confirmed during the telephone call that there were no post examination comments.
The examiners asked the licensee whether any of the material used to develop or administer the examination should be considered proprietary. No proprietary or sensitive information was identified during the examination or debrief/exit meetings.
