Purpose and Conduct of the Meeting The meeting was held at the request of PSNH to discuss, with NRC Region I, the proposed Operations Quality Assurance Plan for Seabrook Station. The meeting included a presentation, by PSNH personnel, of the plan followed by a brief discussion period.

Presentation and Discussion PSNH described their plan as proposed in Section 17.2 of the Final Safety Analysis Report.

The presentation covered the 18 areas of the plan that address the criteria of 10 CFR 50. Appendix B.

Principal discussions by the NRC staff covered the following items concerning the specifics of the plan:

The proposed quality assurance / quality control (QA/QC) organization for Seabrook.

The interfaces between the QA and the QC organizations Safeguards provided by site and corporate management to insure the independence of the departmental QC inspectors at Seabrook

The proposed size of the QA/QC staff y

The completion status of the plan's implementing procedures The applicant's plans for ensuring the timely distribution of as-built drawings and other information during the operations phase

The licensee's plans for record retention and control The licensee's proposed audit plan including those audits required to be performed at the direction of the Nuclear Safety and Review Committee 4.

NRC Action The Region I staff deferred the final decision regarding the acceptability cf the PSNH plan to the Quality Assurance Branch (QAB) of the Office of Nuclear Reactor Regulation (NRR). However, NRC Region I's positions regarding the plan were communicated to PSNH at the meeting. NRR:QAB will evaluate the plan, considering the Region I comments, and document the results of their evaluation in the Safety Evaluation Report for the Seabrook Station.
