LA CROSSE BOILING WATER REACTOR (PERMANENTLY SHUT DOWN) AND INDEPENDENT SPENT FUEL STORAGE INSTALLATION NRC SECURITY INSPECTION REPORT NOS. 05000409/2012007(DNMS), AND 07200046/2011401(DNMS)
Dear Mr. Berg:
On June 6, 2012, the U.S. Nuclear Regulatory Commission (NRC) completed a security inspection at the permanently shut down La Crosse Boiling Water Reactor (LACBWR) with the spent fuel in Safe Storage (SAFSTOR), and an initial security inspection of the physical security program for the Independent Spent Fuel Storage Installation (ISFSI) located near the La Crosse Boiling Water Reactor (LACBWR), Genoa, Wisconsin. The purpose of the inspection was to evaluate whether the protection of the spent fuel in SAFSTOR was in compliance with the LACBWR Physical Security Plan (PSP), NRC regulations and the NRC Interim Compensatory Measures (ICM) Order EA-02-077, and Security Orders EA-03-099, EA-06-243, and EA-06-244. In addition, the inspectors also verified that the security protection for the ISFSI was in compliance with the ISFSI PSP (Addendum III of the LACBWR PSP), NRC regulations, and NRC Security Order EA-09-118 before fuel transfer to the ISFSI pad occurs. At the conclusion of the on-site inspection on June 6, 2012, the inspectors discussed the inspection findings with your plant manager, and members of your security and ISFSI project management staff.
The inspection also examined activities conducted under your license as they relate to security and compliance with the NRCs rules and regulations and with the conditions of your license.
The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel. The enclosed inspection report documents the inspection results.
Based on the results of this inspection, no findings of significance were identified.
Enclosure Contains Sensitive Unclassified Non-Safeguards Information. When separated from enclosure, this transmittal document is decontrolled. In accordance with Title 10 of the Code of Federal Regulations (CFR) 2.390 of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the NRC's Agencywide Documents Access and Management System (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/ reading-rm/adams.html. However, because of the security-related discussion contained in the enclosure, and in accordance with 10 CFR 2.390, a copy of this letters enclosure will not be available for public inspection.
