Project Turnover Inspection; Plant Tour. This inspection involved a total of 10 inspector-hours on site by two NRC inspectors.

Licensee Action on Previous Inspection Findings (Closed) Unresolved Matter (367/78-07-02):

The nuclear staff manual has been revised to include procedures for preparation, review and distribution of safety related documents.

(Closed) Noncompliance (367/78-02-06 and 367/78-02-07):

In report 50-367/

79-01 these matters were reported erroneously as being open.

Item 367/78-02-07 was closed in report 50-367/78-07; item 367/78-02-06 should have been included and closed with items 367/78-02-03 and 367/78-02-07 in report 50-367/78-07.

Relative to item 367/78-02-06, weldments on recirculation piping were inspected at site during receipt.

Nonconformance report No. 222 documents the deficiencies noted.

This matter is now included as part of a NIPSCO controlled system.

(Closed) Unresolved Item (367/78-02-09): Revision to NIPSCO, C. F. Braun and Thatcher QA programs and/or procedures indicated compliance with NIPSCO's recent commitments to incorporate current Regulatory Guides and ANSI standards.

Expiration of Construction Permit CPPR-104 on September 1, 1979.

Subsequent to the discussion, the inspector determined the CP was automatically extended because request for extension was made 30 days prior to expiration.

(RE letter dated February 6, 1979 NIPSCO to NRC) The CP will remain in effect until NRC acts, i.e.

grants or denies the request.

2.

Site Tour The inspectors observed varicus areas of the excavation where pile driving had been accomplished including test piles. The main purpose was for Mr. Jablonski to gain information and obsers_ the status of construction.

3.

Entrance / Exit Meeting The main purpose of this inspection was to transfer NRC site project responsibilities from Mr. H. S. Phillips to Mr. F. J. Jablonski who became the new project inspector on August 1, 1979.

The licensee was requested to direct all correspondence, deficiency and unusual occurrence reports ar.d similar items to him.
