ADDENDUM TO NRC INSPECTION REPORT 050-00344/04-002

Dear Mr. Quennoz:

This letter refers to the confirmatory surveys that were conducted during the June 14-17, 2004, inspection at Portland General Electrics (PGE) Trojan Nuclear Plant. These surveys were conducted by Oak Ridge Institute for Science and Education (ORISE), Environmental Survey and Site Assessment Program, on behalf of the NRC. The surveys were conducted on embedded piping and structural surfaces in the Auxiliary and Turbine Buildings.

Section 3.2 of the subject inspection report stated that the final survey results will be presented to the licensee after the ORISE report has been reviewed and approved by the NRC. The purpose of this letter is to provide you with a copy of the final ORISE report. The report has been reviewed and approved by the NRC, and a copy of the report is provided as an enclosure to this letter. In summary, the results of the confirmatory survey activities verified the radiological conditions of the embedded piping and structural survey units reported by PGE and indicated that the survey units were classified appropriately as defined in NUREG-1575, Multi-Agency Radiation Survey and Site Investigation Manual (MARSSIM).

One issue identified in the ORISE report for further review involved the potential for volumetric rather than surface contamination within structural surfaces. This was based on the identification of elevated gamma radiation levels - without a corresponding increase in beta surface activity levels - at several floor and floor/wall interface locations. This issue was reviewed during the September 27-30, 2004, NRC inspection and will be documented in Inspection Report 050-00344/04-003. In summary, the inspectors confirmed that the elevated gamma radiation levels had originated from embedded piping under the structural surface and not from volumetric contamination in the concrete. During the September 2004 inspection, representatives of your staff stated that the embedded piping will be grouted in the near future.

As a result, the corresponding gamma radiation levels are expected to significantly decrease.

Following their onsite review, the inspectors concluded that no additional information was necessary from your staff on this issue.

In the near future, your staff is expected to submit final status survey reports for these portions of the facility to the NRC for review. The information provided in these reports, as well as the information provided in this and future confirmatory surveys and NRC inspections, will be used

Portland General Electric Company -2-in the NRCs determination of whether to approve the unrestricted release of embedded piping and remaining plant structures.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter, its enclosure, and your response (if any) will be made available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS).
