Dear Mr. Christian:
On March 19, 2007, the United States Nuclear Regulatory Commission completed an inspection at the Dominion Nuclear Connecticut, Millstone Power Station. This inspection examined activities conducted under your license as they relate to common defense and security, and to compliance with the Commissions Security Order. The inspection was based upon Temporary Instruction (TI) 2201/001 - Inspection of Additional Security Measures for Radioactive Material Quantities of Concern (RAMQC). The inspection results were discussed on March 20, 2007, with Mr. Skip Jordan and other members of your staff.
Based on the results of this inspection, no violations were identified. No reply to this letter is required.

.1 (Closed) NRC Temporary Instruction (TI) 2201/001 - Inspection of Additional Security Measures for Radioactive Material Quantities of Concern (RAMQC)
a. Inspection Scope (TI 2201/001)
The inspector reviewed the RAMQC program to determine the licensees ability to implement the additional security measures (ASMs) imposed by U.S. NRC Order EA-05 007, Imposing Additional Security Measures on the Transportation of RAMQC, issued July 19, 2005. The inspector also reviewed the program to verify that the Safeguards Information-Modified Handling (SGI-M) protection requirements specified in NRC Order EA-04-0191, Imposing Requirements for the Protection of Certain Safeguards Information, issued November 5, 2004, have been successfully incorporated into Dominion Nuclear Connecticuts information protection strategy.
On March 19, 2007, the inspector covered each ASM and SGI-M requirement. The inspector reviewed licensee verifications; background investigations; preplanning and coordination; notifications; communications; drivers and accompanying individuals; procedures; and training and control of information. The inspector conducted the inspection through interviews with responsible personnel and a review of programmatic and implementing procedures, including associated documentation.
The inspection represented one required sample.
b. Findings and Observations No findings of significance were identified.
c. Conclusions The inspector concluded that Dominion Nuclear Connecticut (DNC) personnel maintained an effective RAMQC program. DNC personnel referenced U.S. NRC Order EA-05-007, Imposing Additional Security Measures on the Transportation of RAMQC, (the Order) issued July 19, 2005 in revisions to appropriate radioactive material and radioactive waste shipping procedures. Although no RAMQC shipments have been made or are planned by the licensee, DNC personnel discussed the programmatic implementation of each of the additional security measures imposed by the Order. The inspector also concluded that DNC personnel successfully incorporated the information protection strategy per the SGI-M protection requirements specified in NRC Order EA-04-0191, Imposing Requirements for the Protection of Certain Safeguards Information, issued November 5, 2004.
