KEWAUNEE POWER STATION - NRC INSPECTION REPORT NO.

05000305/2025003(DRSS)

Dear Ronald Worster:

On December 11, 2025, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at Kewaunee Power Station (KPS). On December 11, 2025, the NRC inspectors discussed the results of this inspection with yourself and other members of your staff. The results of this inspection are documented in the enclosed report.

During the inspection, the NRC inspectors reviewed the following aspects of onsite activities:

Decommissioning Fire Protection Program, Decommissioning Implementation and Status, Decommissioning Occupational Radiation Control, Inspection of Remedial and Final Surveys at Permanently Shutdown Reactors, Decommissioning Radioactive Waste Treatment, and Effluent and Environmental Monitoring, Decommissioning Solid Radioactive Waste Management, Demolition and Transportation of Radioactive Materials. The inspection consisted of an examination of activities at the site as they relate to safety and compliance with the Commissions rules and regulations.

No violations of more than minor safety significance were identified during this inspection.

This U.S. Nuclear Regulatory Commission (NRC) inspection was a routine, announced inspection of decommissioning activities being conducted at the facility. No violations were identified.

SITE STATUS Kewaunee Power Station is located south of Kewaunee, Wisconsin on the shore of Lake Michigan. The licensee is currently in active decommissioning of the site to include, but not limited to, the shipment of radioactive material and components and demolition of buildings in accordance with NRC rules and regulations. The most significant radiological work has been the preparation of reactor vessel segmentation scheduled for CY 2026.

INSPECTION SCOPES

1.0 IP 64704 - Decommissioning Fire Protection Program 1.1 Fire Protection Program (03.01)

The inspectors discussed the licensees fire protection program with staff which included:

a.

Administrative controls; b.

Physical protection features; and c.

Emergency response capabilities.

1.2 Fire Area Walkdown and Work Observations (03.02)

The inspectors conducted site tours, observed hot work activities and reviewed procedures associated with the fire protection program. The areas reviewed and observed included:

a.

Storage of combustibles near hot work locations; and b.

Housekeeping practices of combustibles around or near radioactive material use or storage areas.

The inspectors interviewed staff associated with hot work activities. The inspectors reviewed documentation associated with on-site and off-site firefighting responders.

1.3 Verification of the Fire Protection Systems and Equipment (03.03)

The inspectors conducted site tours and interviewed staff associated with:

a.

Fire detection systems; b.

Fire suppression systems; c.

Fire water supply; d.

Fire barriers; and e.

Fire protection equipment.

2.0 IP 71801 - Decommissioning Implementation and Status 2.1 Status of Decommissioning (03.01)

The inspectors observed licensee meetings that plan, review, assess, and schedule the conduct of facility decommissioning to include, but not limited to:

a.

Reactor Vessel Internal Segmentation; and b.

Transportation of licensed material to disposal site.

3.0 IP 83750 - Decommissioning Occupational Radiation Control 3.1 Radiological Work Planning and Execution (03.01)

The inspectors observed radiological work planning and execution to include areas such as:

a.

Radiological Procedures; b.

Radiation Work Permits; c.

Total Effective Dose Equivalent - As Low as Reasonably Achievable evaluations; and d.

Work orders.

3.2 Occupational Radiation Exposure Topical Areas (03.02)

The inspectors reviewed specific topical areas to include:

a.

External Exposure Dosimetry; b.

Airborne Monitoring and Respiratory Protection; c.

Contamination Control; and d.

Instrumentation.

4.0 IP 83801 - Inspection of Remedial and Final Surveys at Permanently Shutdown Reactors 4.1 Remediation Activities and Final Status Surveys (02.01)

Although the License Termination Plan (LTP) has not been approved, the inspectors reviewed the licensees procedures and interviewed staff associated with the Remedial Action Support Surveys and Final Status Surveys. The inspectors also reviewed radiological instrument calibrations used for such surveys.

5.0 IP 84750 - Decommissioning Radioactive Waste Treatment, and Effluent and Environmental Monitoring 5.1 Annual Effluent and Environmental Reports (03.01)

The inspectors reviewed the Annual Effluent and Environmental Reports.

5.2 Implementation of the Radiological, Effluent, and Groundwater Protection Initiative Programs. (03.03)

The inspectors walked down the current Radioactive Liquid Effluent Treatment system.

6.0 IP 86750 - Decommissioning Solid Radioactive Waste Management, Demolition and Transportation of Radioactive Materials 6.1 Radioactive Material Storage, Control, and Processing (03.01)

The inspectors walked down and observed the following licensee activities:

a.

Radioactive Waste Storage Areas; and b.

Radioactive Material Security.

6.2 Transportation of Radioactive Materials (03.02)

The inspectors reviewed the following associated with the radioactive material transportation program:

a.

Observed the loading and handling of radioactive waste shipments; and b.

Reviewed documentation associated with radioactive waste shipments.

INSPECTION RESULTS

No violations of more than minor significance were identified.

EXIT MEETINGS AND DEBRIEFS

On December 11, 2025, the inspectors presented the inspection results to Ronald P. Worster, General Manager/Project Director, and other members of the licensee staff. The inspectors verified that no proprietary information was documented in this report.
