SENIOR REACTOR OPERATOR RETAKE EXAMINATION - BROWNS FERRY NUCLEAR PLANT - 05000259/2004302, 05000260/2004302, AND 05000296/2004302

Dear Mr. Singer:

On August 24, 2004, members of your training staff administered an NRC Senior Reactor Operator (SRO) initial retake written examination to an employee of your facility who had applied for a license to operate the Browns Ferry Nuclear Plant. The NRC waived the operating test. At the conclusion of the examination, the examiner discussed the examination questions and preliminary findings with those members of your staff identified in the enclosed report.

The SRO applicant who received this portion of the operating examination passed the examination, representing a 100 percent pass rate.

In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) components of NRCs document system (ADAMS). SUMMARY OF FINDINGS ER 05000259/2004301, 05000260/2004301, and 05000296/2004301; 8/24/2004; Browns Ferry Nuclear Plant, Units 1, 2, & 3; Licensed Operator Examinations The NRC conducted an operator licensing initial retake examination in accordance with the guidance of NUREG-1021, Draft Revision 9, Operator Licensing Examiner Standards for Power Reactors. This examination implemented the operator licensing requirements of 10 CFR

§55.43.

Members of the Browns Ferry Nuclear Plant training staff administered the written retake examination on August 24, 2004. The operator licensing initial written retake examination was developed by the licensee. One Senior Reactor Operator (SRO) applicant passed this retake written examination and was issued a license.

No findings of significant were identified.

Report Details 4. OTHER ACTIVITIES (OA)

4OA5 Operator Licensing Initial Examinations a. Inspection Scope The examiners reviewed the written examination developed by the licensee for compliance with the guidelines specified in NUREG-1021, Draft Revision 9.

The examiners reviewed the licensees examination security measures while preparing and administering the examination to ensure examination security and integrity complied with 10 CFR 55.49, Integrity of examinations and tests.

The examiners evaluated one SRO applicant who was being assessed under the guidelines specified in NUREG-1021. Members of the Browns Ferry Nuclear Plant training staff administered the written examination on August 24, 2004. The evaluation of the applicant and review of documentation were performed to determine if the applicant met requirements specified in 10 CFR Part 55.

b. Findings No findings of significance were identified.

The examination materials submitted by the licensee were acceptable. The applicant passed the examination.

The licensee did not submit any post examination comments concerning the written examination. The written examination and answer key may be accessed in the ADAMS system (ADAMS Accession Number ML042720532).
