SUMMARY OF FINDINGS IR 05000247/03-003 & 05000286/03-002 on 01/06-29/2003; Indian Point Units 2 and 3; Emergency Plan Changes.

This inspection was conducted by a region based inspector and an emergency preparedness specialist from NRR. The significance of issues is indicated by their color (Green, White, Yellow, Red) using IMC 0609 'Significance Determination Process" (SDP). Findings for which the SDP does not apply are indicated by "No Color" or by the severity level of the applicable violation. 1EP4 Emergency Action Level and Emergency Plan Changes Inspection Scope During a combined in-office and on site inspection during January 6 - 29, 2003, the inspectors reviewed recent changes in the EP area. Specifically, Unit 2 and Unit 3 emergency plans were combined into a common emergency plan. Also, certain implementing procedures for the emergency operation facility and the joint news center are now common to both units. A thorough review was conducted of aspects of the plan related to the risk significant planning standards (RSPS), such as classifications, notifications and protective action recommendations. A cursory review was conducted for non-RSPS portions. These changes were reviewed against 10 CFR 50.54(q) to ensure that the changes do no decrease the effectiveness of the plan, and that the changes as made continue to meet the standards of 10 CFR 50.47(b) and the requirements of Appendix E. For areas that minor clarifications would enhance the new emergency plan, the licensee generated condition reports (CRs) to evaluate the clarifications.
