Dear Mr. Batson:

On September 26, the U.S. Nuclear Regulatory Commission (NRC) Inspector completed an inspection at your Oconee Nuclear Plant using Temporary Instruction 2515/186, Inspection of Procedures and Processes for Responding to Potential Aircraft Threats, and discussed the results of this inspection with Mr. Scott Batson and other members of your staff. Additionally, on December 2, 2013, the NRC inspector discussed, via a telephone conversation, aspects of training and procedure use with Mr. Pat Street. The inspector documented the results of this inspection in the enclosed inspection report.

The objective of this inspection was to assess the implementation procedures and processes of the Oconee Nuclear Plant that are required by Title 10 of the Code of Federal Regulations (CFR), Part 50.54(hh)(1), which provides the requirements for responding to a potential aircraft threat. The results from this inspection, along with the results from this inspection performed at other operating commercial nuclear plants in the United States, will be used to evaluate the U.S.

nuclear industrys readiness to safely respond to similar events. These results will also help the NRC to determine if additional regulatory actions are warranted.

No NRC-identified or self-revealing findings were identified during this inspection.

However, inspectors documented a licensee-identified violation, which was determined to be of very low safety significance in this report. The NRC is treating this violation as a noncited violation (NCV) consistent with Section 2.3.2.a of the Enforcement Policy.

If you contest the violation or significance of the NCV, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington DC 20555-0001; with copies to the Regional Administrator, Region II; the Director, Office of Enforcement, U.S.

Enclosure transmitted herewith contains SUNSI. When separated from enclosure the transmittal document is decontrolled. Nuclear Regulatory Commission, Washington, DC 20555-0001; and the NRC Resident Inspector at the Oconee Nuclear Plant.

In accordance with Title 10 of the Code of Federal Regulations 2.390, Public Inspections, Exemptions, Requests for Withholding, of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRCs Public Document Room or from the Publicly Available Records (PARS) component of the NRCs Agencywide Documents Access and Management System (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).

However, the material enclosed herewith contains Security-Related Information in accordance with 10 CFR 2.390(d)(1) and its disclosure to unauthorized individuals could present a security vulnerability. Therefore, the material in the enclosure will not be made available electronically for public inspection in the NRC Public Document Room or from the PARS component of NRC's ADAMS. If you choose to provide a response and Security-Related Information is necessary to provide an acceptable response, please mark your entire response Security-Related Information - Withhold from public disclosure under 10 CFR 2.390 in accordance with 10 CFR 2.390(d)(1) and follow the instructions for withholding in 10 CFR 2.390 (b)(1).

In accordance with 10 CFR 2.390(b)(1)(ii), the NRC is waiving the affidavit requirements for your response contained in the enclosure, and in accordance with 10 CFR 2.390, a copy of this letters enclosure will not be available for public inspection.
