On June 10, 2010, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at your Oconee Nuclear Station Units 1, 2, and 3 of the interim compensatory measures to mitigate external flooding. The enclosed inspection report documents the inspection results which were discussed on June 10, 2010, with Mr. Pitesa and other members of your staff.
The inspection examined activities conducted under your licenses as they relate to safety and compliance with the Commission's rules and regulations and with the conditions of your licenses. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel. Based on the results of this inspection, no findings were identified.
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS). ADAMS is accessible from the NRC Website at http://www.nrc.qov/reading-rm/adams.html (the Public Electronic Reading Room). However, because of the security-related concerns contained in the enclosure, and in accordance with 10 CFR 2.390, a copy of this letter's enclosure will not be available for public inspection.

No findings were identified. NRC's program for overseeing the safe operation of commercial nuclear power reactors is described in NUREG-1649, "Reactor Oversight Process."

.1 Review of Interim Compensatory Measures (ICMs) for External Flooding a. Inspection Scope By letter dated January 15, 2010, the licensee provided specific ICMs to mitigate the effects of a failure of the Jocassee dam. On June 3, 2010, the licensee submitted a letter to update these ICMs. The inspectors reviewed the mitigation strategy associated with these ICMs to verify the strategy was effective and the ICMs were either implemented or would be implemented within a reasonable period. The following inspection activates were conducted to verify each ICM was either completed or scheduled for completion. Documents reviewed are listed in the Attachment.
- Reviewed the applicable procedures for the visual inspections and the results of these inspections.
- Reviewed the annual FERC and the 5-year independent inspection reports.
- Walked down the seepage collection and monitoring system.
- Reviewed completed monitoring results associated with seepage monitoring.
- Interviewed select personnel associated with performing the Jocassee visual dam inspections.
- Performed a walk-down of the designated route for temporary hoses.
- Observed ammeters and voltmeters on Keowee spillway gates, the operating procedure for the spillway gates and, calibration procedure for the ammeters and voltmeters.
- Interviewed operations personnel to ascertain that they understood their responsibilities in performing the mitigation strategy.
- Observed training conducted for response personnel.
- Reviewed assignment document for the ONS Jocassee engineer and interviewed the individual assigned.
- Walked down selected critical tasks and confirming that critical equipment was staged and functionally tested.
- Observed cameras monitoring Jocassee lake level were functional and verified the video signal was available in the Jocassee control room.
- Reviewed the calibration procedure for forebay and tailrace level instruments.
- Observed that a compressor and air wrench and a portable generator with electric drive motor were staged at the Jocassee spillway for alternate methods of operating the spillway gates.
- Observed Jocassee personnel operating both the compressor and the portable generator with electric drive motor.
- Interviewed Jocassee and Keowee control room personnel to assess their understanding of duties and responsibilities related to a Jocassee dam failure.

O * 4 b. Findinqs No findings were identified. The inspectors determined that the lCMs were either implemented or will be implemented within the schedule provided by the licensee. The ICMs were a viable mitigation strategy for external flooding while the licensee developed permanent external flooding mitigation strategy. The flood mitigation manual actions could be accomplished within the required times. The interim changes in mitigation strategy were reflected in their emergency procedures and personnel were trained on the procedural changes.
