NRC INSPECTION REPORT NOS. 50-259/94-14, 50-260/94-14 AND 50-296/94-14 Thank you for your response of July 28, 1994, to our Notice of Violation issued on July 1, 1994, concerning activities conducted at your Browns Ferry facility.
We have reviewed your response and determined that the violation should be withdrawn in this case.
It was not clear that the deficient procedure was a
violation of the general requirements in Appendix B, Criterion V.
Note however, that your Technical Specifications 6.8. 1. l.j require administrative procedures which control technical and cross-disciplinary review.
We will adjust our records to reflect that no violation of regulatory requirements occurred.
We have noted that Tennessee Valley Authority does not contest the underlying issues described in the inspection report and has taken corrective actions to resolve the issue.
Furthermore, in your response you requested that the violation be reclassified as a deviation.
In that the procedure in question was not a formal written commitment, no notice of deviation will be issued.
We appreciate your cooperation in this matter.
