Dear Mr. Ventosa:

On December 31 ,2011, the U.S. Nuclear Regulatory Commission (NRC) completed a focusedproblem ldentification and Resolution inspection at your Indian Point Energy Center (IPEC)'The inspection covered one or more of the key attributes of the security cornerstone of theNRC's Reactor Oversight process. The enclosed inspection report documents the inspectionresults which were discussed on January 19,2012, with you and other members of your staff'The inspection examined activities conducted under your licenses as they relate to safety andcompliance with the Commission's rules and regulations and with the conditions of yourlicenses. The inspectors reviewed selected proledures and records, obseryed activities, andinterviewed personnel.Two NRC identified findings of very low security significance (i.e., Qreel as delermined by theBaseline Security Significince Determination Process) were identified during this inspection'The deficiencies weri promptly corrected or compensated for, and the plant was in compliancewith applicable physicat proieition and security requirements within the scope of this inspectionbefore the inspectors left the site.These findings were determined to involve violations of NRC requirements. Further, a licensee-identified violation which was determined to be of very low security significance is listed in thisreport. However, the NRC is treating these violations as non-cited violations (NCVs) consistentwith Section2.3.2 of the Enforcement Policy.Enclosure contains Sensitive Unclassified Non-Safeguards Information.
