EXT. lB September 14, 1972 RO Inquiry Report No. 050-0206/72-06 uthen California Edison Company San Onofre'Unit No. 1 License No DPR-13 PWR, 1147 Mwt RESUMPTION OF FULL POWER OPERATION FOLLOWING TURBINE OV S D
LUATION Paredby J.*. r Reactor Inspector D ate and M ner AC was Informed Mr. Jarlath Curran' Plant Engineer, notified J. L Crews by telephone on September 14, 197 Description of Particular Event or Circumstance jK, Mr. Curran stated that Westinghouse and SCE had completed their evaluation of the higher thananticipated turbine speed condition experienced during a unit trip on July 29, 197 (See RO Inquiry Report No. 050-0206/72-05, dated August 11, 1972 and SCE report to Licensing, dated August 28, 1972).
This evaluation has revealed an explanation of the turbine speed condition of 133% overspeed, which occured on July 29, and which at that time was judged to be approximately 2% greater than anticipated for such a transien Mr. Curran said their evaluation revealed that the loss of generator field, which preceeded the unit trip, resulted in a turbine-generator speed increase to approximately 2% greater than synchronous speed prior to trip of the unit. Under such circumstances, the turbine overapeed condition of 133% is considered a normal respons The latter response (133% overspeed) is similar, according to Curran, to the response anticipated following malfunction of the turbine governor
