l- The. inspector confirmed by visual inspection that 16 fuel elements had been placed in shipping packages with four elements-per package. One element was-in a locked metal box bolted to the floor. Fuel was -

stored in the basement room of the MCZPR facilit .

In a December 10, 1996 meeting, licensee management stated that th reactor would be defueled pending a decision on the future use of the facility. This action was complete and satisfactory. Inspecto Follow up Item 50-199/96-01-01 was close In letter dated April 2,1997, " Response to Apparent Violations -in Ins section Report 50-199/96-01", the Reactor Administrator stated that '

The physical barriers, access controls, alarms, and key control were

During inspection 94-02, the licensee was cited for unauthorized possession of three fission chambers containing uranium-235 enriched to more than 20%. This occurred after the reactor conversion from -

high enriched to low enriched fuel resulted in a license change. The licensee requested and was granted amendment 11 to license R-94 in September 1994 that restored authorization to possess up to 10 grams of high enriched uranium.
