Organization and Operation The Mechanical Engineering Department of Manhattan College continues

to maintain the responsibility and control of all special nuclear -

i materials (SNM) held under the following licenses:

License No. R-94 This license authorizes Manhattan College to operate a'Zero Power Reactor (ZPR), which is an open tank, light water moderated reactor using aluminum clad, 90% enriched uranium-aluminum alloy fuel, and to possess one encapsulated Plutonium-Beryllium (Pu-Be) neutron I

source. The reactor is used as a teaching instrument.

License No. SNM-1892

l This license authorizes the possession of seven encapsulated Pu-Be I

neutron sources, b.

Inventory

A review of the licensee's records was performed by-the inspectors on I

October 8, 1987 to assure that all special nuclear material was

!

accounted for.

The review included a verification of stored material.

The critical reactor contained 15 uranium-aluminum fuel elements and one partial fuel element. Three uranium aluminum fuel plates were in a locked box and stored in the basement of the Reactor-Laboratory. There were also 10 foils containing'less than one gram of U-235 stored in the Reactor Laboratory. Other holdings included:

No discrepancies were identified, c.

Records and Reports-Material status reports (DOE /NRC-Form-742), submitted during the period of October 1, 1984 through September 30, 1987, for both enriched uranium and plutonium were reviewed for compliance with 10 CFR 70.53. There were no shipments or receipts of SNM made during the period reviewed.

No discrepancies were identified.

The authorized limits and actual possession of SNM under the NRC licenses held by Manhattan College on October 8, 1987, are as follows-

Fixed Site Physical Protection of Special Nuclear Material of Moderate Strategic Significance The licensee's program for the physical protection of SNM of moderate strategic significance was reviewed by the inspectors and was found to conform to NRC requirements and the licensee's implementing procedures.
