Facility Operation The inspector verified through a review of records that the licensee was '

maintaining and implementing nuclear material control procedures that are documented in operating procedures, dated March 1984 (Chapter 13, entitled

"Special Nuclear Material Control and Accounting Procedures"). Written statements of responsibility and authority were established for those positions with

responsibility for Special Nuclear Material (SNM). The inspector found that the licensee was in the process of updating the procedure .2 Shionine and Receiving The inspector determined through a review of records that the licensee maintained procedures to assure that all nuclear material shipped or received was accurately ,

accounted for. The licensee had two receipts of SNM (reactor fuel) and made two shipments (one of irradiated fuel and one of non-irradiated fuel) between -

The inspector determined through observations and review of records that the licensee maintained a system of storage and internal controls that included the quantity, identity, and current location of all SNM within the facility. Perpetual i inventory records were being maintained for all SN ;

Storage and accountability of SNM were accomplished through item control. All SNM at the facility was stored in designated areas. The designated areas were:

The inspector reviewed supporting records that showed physical inventories were conducted at least annually as required by 10 CFR 70.51(d). The licensee's last physical inventory was performed on October 22,199 On November 17,1993, the inspector conducted a physical inventory of the SNM i

2.5 Records and Reports ,

The inspector reviewed the licensee's records, reports and source data. All Material Balance Reports (DOFJNRC Form-742), submitted by the licensee for .

the period October 1,1992 through September 30, 1993, were reviewed for compliance with 10 CFR 70.53. Total uranium and uranium-235 depletion ,

records were also reviewed. There were no discrepancies identified with the exception of the following item:

I On March 17, 1993, the NRC issued an Order, Amendment No.17 to Rhode Island Atomic Emergency Commission Facility Operating License No. R-95 that authorized the conversion to low enriched uranium (LEU)

fuel. On August 3,1993, the licensee received a shipment of LEU fuel

and inadvertently reported the LEU fuel as high enriched uranium (HEU),

code number E4 on the DOE /NRC Form-742 submitted for the period ,

from April 1,1993 through September 30,1993. The licensee was in the process ofissuing a corrected DOE /NRC Form-742 with the proper LEU enrichment code number E2 (5.00% or more, but less than 20.00%).

These actions will be reviewed in a subsequent inspection. (Inspector Followup Item 50-193/9344-01)

The inspector reviewed records of semi-annual leak tests on the two PuBe sources for completeness and timeliness. No discrepancies were note i Exhibit I and II of this report summarizes the licensee's nuclear material activities for the period January 23,1993 - September 30,199 ,

With the exception noted above, there were no deficiencies identified in the licensee's Material Control and Accounting Progra .0 General Phvsical Securit v Reauirements for SNM of Moderate Stratenic Sienificance The licensee's current NRC-approved security plan (the Plan) is for the protection of SNM of moderate strategic significance, specifically, 70 aluminum-clad fuel elements containing approximately 7,757 grams of uranium-235. On January 19 and 28,1993, a total of 31 irradiated HEU fuel elements were shipped from the reactor facility to Westinghouse, Savannah River Company and documented on DOE /NRC Form-741, ZTF-DZA-6 and ZTF-DZA-7, respectively. On August 3,1993, the licensee received a shipment of SNM oflow strategic significance which was documented on DOE /NRC Form-741, ZBF-ZTF-13. The receipt covered uranium-aluminum fuel elements containing a total of 4,944 grams of 19.8% enriched uranium-235. Since the licensee currently has a balance of 39 irradiated HEU fuel elements containing approximately 4,376 grams of uranium-235 waiting to be shipped, the SNM of low strategic significance is being protected under the licensee's original pla ,

The licensee's program for the physical protection of SNM of moderate strategic significance was reviewed by the inspector and was found to conform to NRC requirements and the licensee's implementing procedures. Specific components of the program that were reviewed included: records and reports; security organization; access controls; key control; detection aids; physical barriers; written procedures; and observation of a licensee test of alarm system features.
