Material Control and Accounting Program

program Management The inspector verified through a review of L
records that the licensee maintained nuclear material control procedures that are documented in operating procedures, dated March 1984 (Chapter 13, entitled "Special Nuclear Material Control
'
and Accounting Procedures"). Written statements of responsibility and authority had been established for those positions with responsibility for Special Nuclear Material (SNM).
No discrepancies were identified, ti.
Shipping and Receiving The inspector determined through a review of records that the
licensee maintained procedures to assure that all nuclear material shipped or received was accurately accounted for.

A review was performed of all DOE /NRC Form-741's generated during April 1, 1984 through September 30, 1989 to assure that each was
properly signed, dispatched in a timely manner, and that the data were accurate. No discrepancies were identified.

Storage and Internal Control The inspector determined through observations and review of records that the licensee was maintaining a system of storage cnd internal controls that indicated the quantity, identity, and current location of all SNM within the facility.
Perpetual inventory records are maintained for all SNM.

Storage and accountability of SNM was accomplished through item control. All SNM at the facility is stored in designated areas.
The designated areas are:
the reactor core; the reactor pool; and the security cabinet (safe),
d, Inventory The inspector determined through a review of records that the licensee has conducted annual physical inventories of SNM as required by 10 CFR 70.51 (d).
The inspector conducted a physical inventory of the facility. The results of this inventory verified the listing shown on the licensee's material status reports, The results are as follows:
7 Fission Counters 1 in the reactor core 1 in the spent fuel pool (reactor pool)
3 in the security cabinet (safe)
2 in use in the beam port (10cated in the reactor room)
2 PuBe Sources in the spent fue,1 pool (reactor pool)
61 Fuel Assemblies 30 in the core 3 in the security cabinet (safe)
28 in the spent fuel pool (reactor pool)

Records and Reports The inspector audited the Material Status Reports (NRC Form-742),
submitted for the period April 1, 1984 through September 30, 1989, to verify compliance with 10 CFR 70.53.
The material balance summary for the period covered by this inspection is shown in Exhibit I.
3.
General Physical Security Requirements for SNM of Moderate Strategic Sionificance The licensee's program for the physical protection of SNM of moderate strategic significance was reviewed by the inspector for conformance with the NRC-approved physical security plan. The inspector examined physical barriers, access controls, procedures, and key control, and observed a licensee test of alarm system features.
The inspector found that the licensee's program and its implementation met the general performance requirements and objectives of the governing regulation g,

The licensee was in the process of conducting the annual review of its security program and plans to have the results of the review documented

Exit Interview The inspector met with the licensee representatives indicated in paragraph 1 at.the conclusion of the inspection on October 6, 1989 and
summarized the scope and findings of the inspection.
