Inspection on May 13, 1982 (Combined Report Nos. 50-170/82-01 and 30-4545/82-01)
Areas Inspected: Facility Organization and Operation; Shipping and Receiving; Storage and Internal Control; Physical Inventory; and Records and Reports. The inspection involved 6 inspector-hours onsite by a regional based NRC inspector.
Results:
The licensee was found to be in compliance with NRC requirements within the areas examined.

30703 - Exit Interview The inspector met with the licensee representatives (denoted in paragraph 1) at the conclusion of the inspection on May 13, 1982. The inspector summarized the purpose, scope, and findings of the inspection.

92713 - Independent Inspection Effort No violations were identified.
The inspector toured the facility to verify the licensee's possession and use of special nuclear material was in accordance with NRC req'
ements.

85102 - Material Control and Accounting a.
Facility Organization and Operation No violations were identified.
The inspection results were attained through discussions with licensee management and review of the licensee's Radiological Safety Instructions manual dated August, 1980. The manual contained adequate written procedures for special nuclear material (SNM) control and accounting and written statements of responsibility and authority were established for those positions with responsibility for SNM.

Shipping and Receiving No violations were identified.
The inspector determined that the licensee had established procedures to assure that all SNM received or shipped was accurately accounted for. There were no shipments or receipts of SNM for the inspection period for either licens._

Storage and Internal Control No violations were identified.
The licensee had established a system of storage and internal control of SNM which provided for current knowledge of the quantity and indentity of all SNM within the facility.
Perpetual inventory records were maintained for all SNM. This it.cluded fuel element-history cards for the reactor fuel elements and foil and source accountability sheets for the Plutonium.

Physical Inventory No violations were identified.
The licensee had conducted annual physical inventories as required by 10 CFR 70.51 (d).
The inspector conducted a physical inventory of the facility. The results of this inventory verified the listings in the licensee's fuel element history cards and foil and source accountability sheets. The results were as follows:
