REPORT DETAILS Plant Summary The TRIGA Research Reactor at the University of Wisconsin had continued to support teaching in the undergraduate program and various neutron activation and irradiation service .0 Plans, Procedures, and Reviews a. Inspection Scope (81401)
The inspector reviewed the licensee's physical security plan to assure that .
changes, if any, had not reduced the overall effectiveness of the plan and that the implementation procedures were sufficient to meet regulations.
l- b. Findings and Observations The license's security plan was approved in 1991. The level of effectiveness had been maintained as described in the plan. Licensee procedures to implement the j security plan were in effect. Both had been reviewed as require c. To verify that safeguards information was protected as required against unauthoriied disclosur b. Observations and Findings The licensee kept ail safeguards informat!:n properly secured and restricted access to only authorized person c. Conclusions Acceptable measures were taken by the licensee to protect information regarding the security plan.

3.0 Material Control and Accounting a. Inspection Scope (85102)
] Determine whether the licensee had limited possession and use of Special Nuclear Material (SNM) to the locations and purposes authorized under the license and whether an ader,uate and effective program existed to account for and control the SNM in the licensee's possession, b. Observations and Findings Selected records of inventory and receipt were reviewed and verified to be accurate. No SNM has been received or transferred since the last inspection. The inspector made a detailed accounting of all SNM in the licensee's possession and found it to be consistent with licensee record c. Conclusion

To assure that the licensee's physical protection system wou!d have minimized the potential for unauthorized removal of SNM and would have facilitated the location and recovery of missing SN b. Observations and Findings By direct observation of intrusiv alarm system testing and alarm monitoring, and discussion of response actions with police and security personnel, the inspector verified that acceptable measures and procedures were in place to meet requirement c. Conclusions The licensee had an operable intrusion monitoring system and used acceptable testing to confirm the system operability. Reactor personnel and police and security personncl were aware of their responsibilitie . . . .

5.0 Exit Meeting Summary The inspector presented the inspection results to members of the licensee '
management at an exit meeting on February 4,1998. The !icensee acknowledged the findings presented. The inspector asked the licensee whether any material examined during the inspection should be considered proprietary. The licensee identified the details of the physical security plan as proprietary information.
