This letter refers to an unannounced, safeguards inspection of your activities authorized under NRC License Number R-52 conducted by L. R. Norderhaug of this office on March I and 2, 1990.
It also refers to the discussions of nis inspection findings with R. L. Seale and other members of your staff on March 2., 1990.
The inspection included examinations of activities related to your program for the control and accounting of special nuclear material in accordance with the applicable requirements of Title 10, Code of Federal Regulations, Part 70,
"]omestic Licensing of Special Nuclear Material " and pertinent license conditionsasdescribedintheenclosedinspectionreport.
Within these areas, the inspection consisted of selective examination of procedures and records, interviews with facility personnel and observations by the inspector.

Based on the results of this inspection, it appears that certain of your activities were not conducted in full compliance with NRC requirements, as set forth in paragraph 2.a of the inspection report enclosed with this letter.
As noted therein, based upon the inspector's review of your planned corrective
actions, we have no further questions at this time.
In accordance with 10 CFR

2, Appendix C,Section V, paragraph A, a Notice of Violation has not been issued.
In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, documentation of the findings of your control and accounting procedures for safeguarding special nuclear material are exempt from public disclosure; therefore, the enclosed inspection report will not be placed in the Public Document Room.
