Status of Facility I
At the beginning of the inspection the reactor was shutdown.
During I
the course of the inspection the inspectors observed one reactor operation.
The AGN-211 is usually operated 50-70 times per year for experiments and class demonstrations.
The licensee's license renewal request is presently under review.
3.
Organization The NRC inspectors verified that the facility organization was consistent with Technical Specification requirements and that the minimum staffing composition for operation was consistent with procedural requirements.
The licensee's operating organization consists of three licensed individuals.
The Reactor Director (SR0), who is also a professor; the Reactor Supervisor (SRO), who is also the Campus Health Physicist; and a staff member licensed as a Reactor Operator.
The Reactor Safety Committee consists of the Reactor Director and four professors who are not licensed operators.
The NRC inspectors have concerns that the reactor staff may not be working well together as evidenced by the violations included in this report.
It was noted that the Reactor Director is also a principal experimenter.
As an experimenter, his activities should come under the direction of the Reactor Supervisor, the Health Physicist or the Reactor Operator who has the responsibility for the safe operation of the reactor at the time; however, the Reactor Supervisor reports to the Reactor Director.
The NRC inspectors have concerns that this relationship may result in the licensed operators or the Health Physicist not being able to properly implement procedural requirements.
No violations or deviations were identified in this area of the inspection.
4.
Logs and Records The NRC inspector examined the operator's logs and meintenance logs for the period from May 1978, to the date of this inspection to determine if any significant problems were highlighted and to verify that the maintenance activities were performed consistent with the Technicial Specifications and the administrative procedures that govern maintenance activities.
