Inspection on May 12, 1982 (Combined Report Nos. 50-77/82-01 and
'70-190/82-01)
Areas Inspected:
Facility Organization and Operation; Shipping and Receiving; Storage and Internal Control; Physical Inventory; and Records and Reports.
The inspection involved 4 inspector-hours onsite by a regional based NRC inspector.

Licensee Action on Previous Inspection Findings (Closed) Unresolved (78-02-01) Apparent oversight by NRC:NMS3 and Licensee to include Pu alpha sources on license No. SNM-164. The inspector determined that license No. SNM-164 was amended on October 3, 1978 to in;1ude the Pu alpha sources.

30703 - Exit Interview The inspector met with the licensee's representative (denoted ir paragraph 1) at the conclusion of the inspection on May 12, 1982. The inspector summarized the scope and findings of the inspection.

92713 - Independent Inspection Effort No violations were identified.
The inspector toured the facility to verify the licensee's possession and use of special nuclear material (SNM) was in accordance with NRC requirements.

85102 - Material Control and Accounting a.
Facility Organization and Operation No violations were identified.
The inspection results were attained through discussions with licensee management and review of the licensee's Radiation Safety Manual dated January, 1980. Custody of SNM and the management of the nuclear material control and accountability program was the responsi-bility of the Reactor Administrator.

Shipping and Receiving No violations were identified.
The inspector determined that the licensee had established procedures to assure that all special nuclear material received or shipped was accurately accounted for.
There were no shipments or receipts of SNM for the inspection period for either license.

Storage and Internal Control No violations were identified.
The licensee had established a system of storage and internal control of SNM which provided for current knowledge of the quantity and identity of all SNM within the facility.
The licensee had the PuBe sources, Pu alpha sources, and the fission plate from the reactor stored in locked containers. The keys for these storage containers were kept locked within the access controlled source storage vault.

Physical Inventory No violations were identified.
The licensee conducted semi-annual inventories in conjunction with the submittal of Form NRC-742. The licensee considered the signed Form NRC-742 as inventory documentation.
The inspector conducted a physical inventory of the facility.
The results of the inventory verified the Form NRC-742 listings of the licensee holdings.

Records and Reports No violations were identified.
The inspection results were attained through a 100% audit of Material Status Reports (Form NRC-742) submitted for the period April 1, 1978, through March 31, 1982, to verify compliance with 10 CFR 70.53.
No discrepancies were noted.
